Primary Role

Provides local support for the Water Quality and Environmental Management programs.

Sets water quality monitoring to ensure regulatory compliance.

Key Accountabilities

Oversees the activities of the local laboratories towards quality control/quality assurance testing. Develops local testing plans to ensure that the treatment process continues to provide the best water quality at an economical price. Develops action level charts showing where samples are to be taken, the parameters to be tested, the time intervals between samplings, and the appropriate actions to be taken based on the analytical result achieved.

Provides water quality expertise during on-site visits by regulatory agencies or other agencies during audits. Handles water quality/environmental issues during plant inspections by regulatory agencies. Develops samplings plans to ensure compliance with all applicable SDWA regulations are continually met. Trains local sample collectors in implementation of program. Prepares Chain of Custody sheets for labs in preparation of yearly work for compliance. Shares with lab; develops notification/control strategy to ensure analyses are performed correctly.

Recommends daily treatment alterations needed to produce optimal water quality. Conducts jar tests, zeta meter tests, when necessary, to optimize treatment. Assists in the procurement of lab and water / wastewater treatment chemicals; manages receipt of chemical supplies to ensure adequacy. Ensures that chemical inventory is kept at levels to prevent any operational outages. Responds to all water quality problems, taking appropriate corrective action including notification to management. Be available at all times via pager, cell phone, or other electronic means.

Key Accountabilities (cont.)

Assists the Residuals Management Specialist in defining the best environmental friendly, lowest cost options for residuals disposal in all areas. Provides feedback on local sites and contractors who may be interested in our material for beneficial reuse.

Ensures all plant equipment related to process control is inspected and calibrated to produce accurate and precise data. Develops calibration plans for all key instruments; provides tracking system to ensure work is performed. Prepares reports and recommends budgets related to water quality/environmental issues (applies to investment capital and O&M.

Supplies Water Quality Manager with O&M and Capital project budgets at least once/year.

May supervise Water Quality Analysts. Sets goals for performance and training. Counsels Analysts in daily work activities.

Knowledge / Skills

Good knowledge of water quality and environmental standards on a federal, state, and local level.

Experience:

Two-four years of experience in water and wastewater operations.

Education:

Bachelors degree in Chemistry, Biology, or Environmental Services.
