Assistant Director of Campus Security
Security Guards (Full & Part-Time)
The Campus Security Patrol Supervisor (PS) will be responsible for handling all the duties and responsibilities of a Campus Security Officer, as well as serving as a supervisor. The PS oversees the safety and security of the campus, ensuring professional, quality and comprehensive response to a variety of routine, urgent, priority and emergency incidents and situations, with primary responsibilities for supervision of patrol activities, scheduling, personnel development, special events, and details. This position serves as the third in command to the Executive Director of Security and Emergency Management (EDSEM), and oversees the department in the absence of the EDSEM and the Assistant Director of Campus Security (ADCS), in influencing and ensuring the mission and initiatives of the department and College are accomplished. This is a part-time, year round position, with variable hours, and on-call responsibilities, with a potential for responding to campus for certain situations or emergencies. This position could be assigned to work on each of the three shifts (day shift, afternoon shift, or midnight shift) or overlap two shifts. Weekends, holidays and special details required.
1. Performs all the regular duties of a Campus Security Officer, while also serving as a working supervisor. The Patrol Supervisor (PS) is responsible for providing leadership to the Campus Security Officers and ensuring patrol operations are provided in a highly professional manner, while maintaining effectiveness and efficiency in providing a safe educational environment on the campus of Elmhurst College.
2. Collaborate with the Executive Director of Security and Emergency Management (EDSEM) and the Assistant Director of Campus Security (ADCS) to maintain a campus community-oriented approach in providing high quality protective services to the Elmhurst College community. The focus is on supporting the educational endeavors of the institution, while also building healthy, respectful and meaningful relationships with students, faculty, staff, administrators, and campus and community partners.
3. Reviews and edits all Campus Security Officer documentation, ensuring the completeness of reports, in a concise and detailed manner, consistent with the quality of a higher education institution. Distributes the reports within the institution as required.
4. Ensure the physical safety and security of campus facilities, including the campus community of faculty, staff, students, guests, visitors and the surrounding community by utilizing appropriate personnel resources, statistical crime data, safety measures and security equipment.
5. Determines the immediate and appropriate actions needed during an actual or potential campus emergency or crisis, so as to mitigate, prepare, respond and recover from the threatening circumstances or event, while minimizing the incident’s impact on the loss of life and property.
6. Schedules Campus Security Officers for appropriate coverage of shifts on a 24 hours a day, 7 days a week, 365 days a year basis, ensuring adequate staffing is ensured at all times for patrol shifts, responsibilities, duties, details and special events.
7. Supervise and direct assigned personnel on details and special events, as required, to ensure safety of the attendees, security of the event and the positive representation of Campus Security. May be required to work mandatory events, such as Commencement, Move-In, Recycle Extravaganza, Homecoming, President’s Weekend, and other priority events.
8. Conduct and participate in crime prevention and safety education training for students, faculty and staff to further the department’s crime prevention efforts.
9. Oversee vehicle registration, parking services, and traffic control including related inventory, appropriate signage, parking enforcement, recordkeeping and reports. Work with the ADCS to co-Chair the parking appeals board by ensuring the fair and timely adjudication of campus parking citations according to established procedures. Conduct appropriate follow-up related to parking appeals.
10. Serve as an investigator on personnel and related conduct concerns involving Campus Security Officers.
11. Conduct Title IX and student conduct investigations to further the College’s regulatory compliance at the local, state and federal levels. Provide support and assistance to other administrative or conduct investigations that may occur on campus.
12. Investigate vehicle crashes, accidents and incidents that involve members of the Office of Campus Security, as needed. Ensure timely and appropriate documentation and follow-up of these incidents.
13. Account for and ensure the maintenance of departmental equipment, as assigned by the EDSEM and the ADCS.
14. Make recommendations to EDESM and the ADCS on matters of departmental policy and procedure regarding the safety of the department and campus community, protection of property, personnel matters, safety education, crime prevention, property protection, fire safety, emergency preparedness, access control, parking and traffic control.
15. Work with the Crime Prevention Officer and/or ADCS to achieve departmental objectives regarding campus safety initiatives and crime prevention education.
16. Serve as a representative to various campus committees or at community events and meetings, which may include: special events on or near campus, security and protection details, campus and community events, court appearances, and investigations with law enforcement agencies, fire inspections, etc., as required or assigned.
17. Act on behalf of the ADCS in their absence in areas of functional responsibility.
Other Duties and Responsibilities
1. Model a high professional standard that fosters departmental and community respect and cooperation, while also strengthening the department’s efforts to maintain quality safety initiatives on campus.
2. Supervise the daily security operations for the College campus, as well as any property that is owned, leased, rented or controlled by Elmhurst College by providing administrative leadership to the Campus Security Officers.
3. Assist the ADCS with assessing training needs for the Office of Campus Security, including conducting and documenting ongoing performance evaluations, annual performance reviews, and performance improvement plans, as needed.
4. Assists the EDSEM and ADCS with developing, cultivating and strengthening campus and community relationships, while also assisting in the development of strategic planning for the department.
5. Conduct periodic departmental meetings to address operational needs, concerns, questions and training, as needed. Remains abreast of any new and existing challenges in the areas of College security and safety, including recent events that may affect safety.
6. Perform proactive patrols of the campus, as needed, to ensure the effectiveness of patrol operations, and assist with handling calls for service, urgent or emergency issues, and provide direction and guidance to staff.
7. Assist the EDSEM and ADCS with management of Campus Security operational areas, such as Campus Security Dispatch, Security Support Services, Parking Services, and Campus Shuttle Services, as needed.
8. Performs other duties as assigned by the EDSEM or ADCS.
9. This position is classified as an “Essential Employee” position under the College’s Emergency Operations Plan, which ensures the College’s operations are maintained during periods of emergencies, crises, or during periods when the College is closed or has limited or restricted operations.
10. This position is also a designated Responsible Employee under Title IX of the Education Amendments of 1972 Civil Rights Act (Title IX).
11. The PS is a designated Campus Security Authority (CSA) under the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act), and an Illinois Mandated Reporter.
1. Associate’s degree in Criminal Justice or related field.
2. Excellent oral and written communication skills, with a strong ability to read, review, edit, write and finalize public safety/security/law enforcement reports.
3. Ability to respond calmly and appropriately to, and provide direction in emergencies and crises.
4. Demonstrable teaching ability and experience in an organizational setting.
5. Demonstrated computer competency in Microsoft Word, Excel, PowerPoint and other office products.
6. Ability to model calm, appropriate, and professional behavior and work well with various constituents, campus and community partners in a variety of settings.
7. Demonstrated ability to work well with and supervise others in a positive and consistent manner, and always maintaining a moral, ethical, and virtuous approach.
8. Possess and maintain a positive attitude at all times.
9. Ability to quickly learn and adapt to a campus environment regarding various safety situations, including routine, urgent, priority and emergency calls for service.
10. Possess the ability to problem-solve by critically and analytically examining situations, formulating proposals for solutions and presenting ideas for handling or mitigating the situation.
11. Minimum of 40 hours of formal training in law enforcement, protection services, fire prevention or security practices.
12. Minimum of one year of supervisory experience in a law enforcement, security, public safety or emergency response field.
13. Valid driver’s license, good driving record and successful background check.
14. Ability to be First Aid, CPR and AED certified within 30 days of employment.
15. Successfully complete NIMS ICS training (IS-100.b/HE/LEb, IS-200.b) certification within 30 days of employment.
1. Bachelor’s degree in Criminal Justice or safety-related field.
2. Minimum 2-3 years law enforcement or campus security experience, with at least two years of supervisory experience, or a combination of comparable education, training and experience that provides the required knowledge, skills and abilities.
3. Experience in hiring, training and evaluating campus security or law enforcement personnel.
4. Knowledge of campus and community resources, as well as safety initiatives and efforts on a college campus.
5. Investigative experience in a law enforcement, corporate or higher education setting.
6. Strong leadership and supervisory experience, with progressively increasing responsibilities.
7. Working knowledge of relevant State and Federal laws impacting campus security activities.
8. Advanced NIMS ICS training certification for emergency response.
9. Certification in law enforcement, fire prevention, emergency preparedness or response.
10. Proficiency in security protection equipment, including surveillance cameras, locks/cores and access systems.
11. Demonstrable teaching ability and experience in an organizational setting.
12. Willingness and ability to acquire advanced computer and technical skills.
13. First Aid, CPR and AED certified.
Working Conditions/Physical Requirements
Employee is subject to both indoor and outdoor environmental conditions (temperatures varying from below 32 degrees to over 90 degrees) for periods of over one hour, subject to hazards such as proximity to moving parts, electrical current, etc., and may involve heavy lifting or work exerting up to 25 pounds of force occasionally in order to move objects. Must be able to climb stairs and ladders and descend small and tight spaces on occasion. Must be willing to work a variety of shifts with varying daily scheduled hours, including weekends, holidays, evenings and overnights, as required.
