The Decision and Infrastructure Sciences (DIS) Division researches, designs, and delivers scientific tools and methodologies to inform decision-making regarding the most challenging security, risk, and resilience problems. DIS experts have developed methods to understand dependencies and interdependencies within and across infrastructure systems, strengthen infrastructure security and resilience, and respond to emergencies. As a multidisciplinary national laboratory, Argonne offers an exciting atmosphere in which to collaborate on interdisciplinary projects that focus on complex technical problems and integrated application of natural, social, and computer science practices.
DIS is seeking a Senior Preparedness Analyst with experience in emergency management and resilience. The selected candidate will have the opportunity to carry out applied research related to readiness of emergency management systems across a wide range of disaster response and recovery areas. Additionally, the selected candidate may contribute to ongoing research projects for resilience and infrastructure security.
This position will:
+ Support the development and implementation of research methodologies to support analytic efforts related to the national preparedness, readiness, and resilience.
+ Develop and apply tools for analyzing readiness of federal disaster response and recovery programs. Analyses may address a variety of topics such as understanding the risks for varying disaster conditions, predicting the federal response and recovery requirements generated from various disasters, modeling resource needs to meet anticipated demand, and modeling the effects of program delivery or policy changes on readiness.
+ Facilitate meetings and lead efforts with select Federal stakeholders to develop new metrics, identify new information and data sources, and produce analytical products.
+ Develop clear and compelling reports, presentations, and other products to communicate analytical findings key stakeholders.
+ Contribute to ongoing work to align national resilience, preparedness, readiness, response, and recovery metrics and methodologies.
+ Knowledge of federal disaster response and recovery programs.
+ Experience in disaster response or recovery in a federal, state, local, tribal, territorial, or private sector organization.
+ Knowledge of readiness programs in disaster response and recovery or a related field (e.g., defense, continuity, or other national security mission areas) preferred, but not required.
+ Ability to design research projects; develop, test, and apply methodologies; and clearly present results.
+ Knowledge of data sources and analytical products related to emergency management and/or national preparedness.
+ Experience building and maintaining analytic models or tools, preferably with a focus on emergency management and/or national preparedness.
+ Strong written and oral communication skills, including the ability to translate technical information into plain language.
+ Experience preparing analytical products for senior leaders.
+ Skill in leading and contributing to team efforts with internal and external partners.
+ Skill in effectively producing results through self-motivated efforts.
+ Strong project management practices and the ability to meet deadlines.
