Job Description

Position Overview

The Division of Developmental Disabilities is seeking to hire a self-motivated, knowledgeable, ambitious, detail-oriented administrator to supervise the Region 2 Unit for SODC Operations in Kankakee County.  This position develops protocols and ensures compliance in the areas of quality assurance, clinical services, social services, client transitions and risk management; develops, reviews and enforces standards of care and training in accordance with Illinois and Federal laws, Department of Human Services (DHS) Policies and Regulations, local State Operated Development Centers (SODCs) policies and applicable accreditation standards for SODCs; directs and monitors the coordination of the admission, discharge and transfer (including post discharge follow-up services) of individuals, supports SODCs in providing technical assistance to community agencies as they pursue placement opportunities; and serves as a member of the SODC Executive Leadership Team and represents SODC Operations in meetings.

Job Responsibilities

  1. Develops protocols and ensures compliance in the areas of quality assurance, clinical services, social services, client transitions and risk management. 

  2. Develops, reviews and enforces standards of care and training in accordance with Illinois and Federal laws, Department of Human Services (DHS) Policies and Regulations, local State Operated Development Centers (SODCs) policies and applicable accreditation standards for SODCs. 

  3. In conjunction with the Bureau of Transition Services, directs and monitors the coordination of the admission, discharge and transfer (including post discharge follow-up services) of individuals, supports SODCs in providing technical assistance to community agencies as they pursue placement opportunities.

  4. Provides oversight in the SODC Investigations process ensuring the completion of thorough investigations. 

  5. Serves as a member of the SODC Executive Leadership Team and represents SODC Operations in meetings as needed.

  6. Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications

  1. Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in social or human services field.

  2. Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a health or human services organization with individuals who are intellectually disabled.
Preferred Qualifications (in priority order)

  1. Two (2) years of professional experience working with human services programs and service objectives, activities and operational systems. 

  2. Two (2) years of professional experience working with Federal and State standards and regulations related to the provision of care and services to people with intellectual disabilities. 

  3. Two (2) years of professional experience analyzing administrative problems and adopt an effective course of action. 

  4. Two (2) years of professional experience developing, installing and evaluating new and revised methods, procedures and performance standards. 

  5. Two (2) years of professional experience exercising judgment and discretion in developing, implementing and interpreting departmental policies and procedures. 

  6. Two (2) years of professional experience communicating in verbal or written form with both internal and external stakeholders relative to budgets for a public or private organization ensuring detailed and critical analysis of work performed.
Conditions of Employment

  1. Requires the ability to travel.

  2. Requires ability to be on-call for work after business hours, weekends, and holidays.

  3. Requires basic proficiency in Microsoft Office Suite.

  4. Requires the ability to meet all agency vaccine/health-related policies and guidance.

  5. Requires ability to pass the IDHS background check.

  6. Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.
