Burns & McDonnell’s Midwest operations is looking for an Air Quality Manager to lead air permitting and compliance services to the power, industrial, commercial, chemical and transportation industries in the Midwest Region. The Air Quality Manager will work within our Environmental Services Global Practice (ENS) and perform the following duties:
+ Manage and develop a team of project managers, engineers and scientists.
+ Assist in the development of a long-term growth strategy for the Air Permitting & Compliance practice.
+ Create and cultivate key relationships with clients and colleagues.
+ Integrate with supporting business development and marketing professionals to win new business.
+ Identify program and project opportunities early and facilitate go/no-go decisions in cooperation with Chicago office and ENS practice leadership.
+ Lead or facilitate proposal development, based on key win themes for project pursuits.
+ Lead project risk evaluation and risk mitigation strategies.
+ Provide quality reviews for air permit applications and compliance reports and associated documentation.
+ Ensure compliance with local, state and federal air quality requirements.
+ Review emission calculations and estimates for routine emissions, as well as greenhouse gas and maintenance, start-up and shutdown emissions.
+ Work with clients and team members to manage small and large projects, safety protocols, budgets and timelines.
+ Assist with the multi-media-based projects and document preparation, such as Stormwater Pollution Prevention Plans (SWPPPs), Spill Prevention, Control and Countermeasure (SPCC) Plans, and filings pursuant to the Emergency Planning and Community Right-to-Know Act (EPCRA)

Qualifications
+ Bachelor’s degree in Environmental Engineering or related Science or Engineering degree from an accredited program plus minimum 7 years of applicable experience. Ten years or more is preferred.
+ Completion of a master’s degree in a related field may be substituted for 1 year of experience.
+ Experience managing people, projects and tasks.
+ Previous consulting experience related to air pollution permitting and compliance and/or multimedia environmental compliance audits, environmental management systems and report writing preferred.
+ Demonstrated knowledge of federal, state, and local air regulations with emphasis on the Clean Air Act, including New Source Review/Prevention of Significant Deterioration, National Emission Standards for Hazardous Air Pollutants, New Source Performance Standards, Title V Permitting, Title VI Ozone Depleting Substances.
+ Working knowledge of air quality dispersion models such as AERMOD, AERSCREEN, CALPUFF, VISCREEN, SCREEN3 and others, is a plus.
+ Sustainability and Environmental Justice background is a plus.
+ Ability to clearly communicate both verbal and written technical information.
+ Strong attention to detail and the ability to follow complex requests.
+ Must be proficient in the use of computer software (i.e., Microsoft Word, Excel, PowerPoint).
