Job Overview

The Illinois Environmental Protection Agency (EPA), Bureau of Water (BOW), Public Water Supplies (PWS), Unit A is seeking to hire an Environmental Protection Engineer I. This position assists in and receives training from high-level staff in performing engineering reviews of plans and specifications submitted by applicant and/or applicants? representative for construction and/or modification of water main extensions and new Public Water Supplies Permit Program treatment plants and/or improvements plans of existing treatment plants for the Public Water Supplies Permit Program. The ideal candidate for this position will be organized, detailed and possess the ability to adapt to change in a collaborative, fast paced environment. The position requires confidentiality and professionalism, often under sensitive and controversial circumstances. The ideal candidate will also need to be able to communicate effectively verbally, electronically, and in writing with both internal and external stakeholders.

Job Responsibilities

45%  1. Assists in and receives training from high-level staff in performing engineering reviews of plans and specifications submitted by applicant and/or applicants? representative for construction and/or modification of water main extensions and new Public Water Supplies Permit Program treatment plants and/or improvements plans of existing treatment plants for the Public Water Supplies Permit Program, Division of Public Water Supplies, Bureau of Water;


    • Reviews for conformance to rules and regulations

    • Gains understanding in correspondence to such by utilizing Agency official permit, review letter, or permit denial.

25%  2. Assists in and receives training in providing support to intra-agency programs directly related to the safe treatment of water provided by community water supplies in Illinois;

  • Recommends Special Exception Permit issuance in support of the Compliance Assurance, Field Operations, and Groundwater Sections of the Division of Public Water Supplies as well as supporting projects under review by the State Revolving Fund (SRF) program administered by the Infrastructure/Financial Assistance Section of the Bureau of Water.

15%  3. Participates and observes higher-level staff in meetings with local officials, applicants and/or applicants, representatives, conferences, workshops and training programs to gain knowledge of the Public Water Supplies Permit Program policies, rules and regulations.


    • Participates and observes field/site inspections of newly constructed facilities visits with higher-level staff.

    • Travels in performance of duties.

10%  4. Participates in and provides assistance in the implementation of Public Water Supplies? Permit Program rules and regulations.

  • Specifically, testifies at Illinois Pollution Control Board regulatory hearings and court proceedings in support of Agency position.

05%  5. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qaulifications

  1. Requires knowledge, skill and mental development equivalent to completion of four years of college with a bachelor’s degree in an engineering science. Typically, the subject matter would involve the type of coursework associated with environmental (sanitary, hydraulic, hydrology, and air pollution specialties), civil (sanitary, hydraulic, and hydrology specialties), general, industrial, mechanical, chemical, public health, electronic, acoustical or aeronautical engineering or engineering mechanics or a closely related engineering specialty.

  2. Requires no previous experience.

  3. This class is included as an Upward Mobility Program credential title.
Preferred Qualifications (In Order of Significance)

  1. Prefers the ability to utilize a personal computer with knowledge of Microsoft Word, Excel and Access software

  2. Prefers proficiency in engineering calculations and judgment

  3. Prefers the ability to understand oral and written instructions

  4. Prefers good verbal communication skills

  5. Prefers the ability to understand rules and regulations
