Job Description

Reporting to the Supervisor, is responsible for providing clerical support to professionals administering the Illinois special education due process, mediation and complaint systems; maintains the Special Education Monitoring System (SEMS) for the due process module and data entry for the other two modules; assists in developing and maintaining a summary of due process decisions and publishing those decisions on the ISBE website; generates weekly and monthly reports on the status of current cases; provides ongoing technical assistance to users of the systems (parents/educators/attorneys/administrators/hearing officers) regarding procedural requirements, case status and statutory and regulatory timeline requirements; processes due process hearing requests.

DUTIES AND RESPONSIBILITIES:

  • ​​​Provides support and assistance to the principal consultants responsible for the Illinois dispute resolution, including the due process, mediation and complaint systems.
  • Performs complex, specialized functions such as processing all requests for due process hearings, maintaining the SEMS for all current and archived cases, preparing official administrative records for due process cases appealed to civil court, processing hearing officers requests for reimbursement, processing contracts for hearing officers, training entity and hearing officer evaluation entity, processing appointment letters for mediators, scheduling mediations, processing mediators requests for reimbursement, and scanning and mailing complaints.
  • Establishes and maintains the statewide records for due process/mediation/complaints to assure documents are readily available for reference and use by staff within the department for activities.
  • Prepares and mails notification letters and maintains a tracking system.
  • Serves as the SEMS support in providing overall technical support to staff, hearing officers, and mediators regarding issues that arise with data entry and system requirements.
  • Provides technical assistance to parents, school personnel, and the general public regarding dispute resolution timelines and basic requirements.
  • Assists in the development of queries for SEMS.
  • Assists with phone coverage for the department.
  • In coordination with the Agency's records management coordinator, serves as department liaison for records management.
  • Performs other duties as assigned.
