Summary This position is in Region 5, Water Division, State & Tribal Programs & Support Branch, Section 1. About Region 5: https://www.epa.gov/aboutepa/epa-region-5. This is an office-centered position—you must physically report to the duty station stated in this announcement on a regular basis. Partial work-from-home flexibilities may be authorized. Responsibilities You will: Serve as an expert on analysis, evaluation, and implementation of environmental programs in tribal areas, and in the coordination of the Region’s water programs with tribal governments. -Perform budgetary, financial, analytical, and evaluative work associated with the Water Division grants program, and make recommendations. -Evaluate region-wide programs against short and long-range objectives connected to the Water Division Tribal programs and grants. Gather and analyze information about tribal program processes and programs, provide recommendations, and prepare written reports, memoranda, letters, and other documents. You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date. You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement. Qualifications We are looking for at least one year of specialized experience related to this position as described below: To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as Maintaining effective working relationships with internal and external stakeholders, including Tribes, as a Project Officer/Manager or as a liaison or advisor, including: providing advice and assistance; planning, developing, and implementing environmental programs; and preparing and reviewing policy recommendations and technical proposals on environmental issues. Your answers to the online assessment will be used to evaluate your competencies in the following areas: -Knowledge of the range of administrative laws, policies, regulations, and precedents. -Skill in oral communication. -Knowledge of grants program regulations, rules, policies, requirements, and processes. -Skill in leadership for meeting facilitation, consensus building, inter-office communication, and project management involving geographically separated team members. -Skill in data gathering and analysis tools and techniques, quantitative and qualitative methods to collect, review, and assess environmental and policy information. -Skill in written communication. -Ability to analyze and evaluate the effectiveness of program processes in meeting established goals and objectives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
