Position Summary
Under the direct supervision of the Human Resource Services Business Administrative Assistant the incumbent serves as support to HRS administration team in the processing of HR related materials.
This position will devote 45% of their time to support NIU's taxation function, within Human Resources Services, under the guidance of the NIU Payroll Manager and 55% of their time supporting Business Operation functions. This position is responsible for a wide range of processing task, including, Multiple Taxation Request, department level budget request and approvals, Public Service Loan Forgiveness (PSLF), Moving Expense Reimbursements (MER), Legal Request and Employee Tuition Waivers. The Program Assistant will assist in research and benchmarking, internal and external audit, and special projects.
This position requires consultations with various, employees, departments, other state institutions, and vendors. This position will also assist in the production and changes to HRS forms, proposals, and policies that will support the operational needs of the university, while assuring compliance with state and federal regulations.
Essential Duties and Responsibilities
Review, process and reconcile taxation (45%)
Review and process Public Service Loan Forgiveness, Moving Expense Reimbursement, Legal Request, Department Budget request, and serve and Tuition Waivers as needed. (25%)
Provide support to Administration for research and benchmarking and special projects (25%)
Other Duties as Assigned - (5%)
Minimum Required Qualifications (Civil Service)
CREDENTIALS TO BE VERIFIED BY PLACEMENT OFFICER
1. Bachelor's degree in Business Administration
2. 3 month's of professional HR office support work experience, which included knowledge of taxation calculations, data collection/benchmarking methods and audit reporting analysis, in a higher education environment
Knowledge, Skills, and Abilities (KSAs) (Civil Service)
Knowledge of general office practices and procedures
Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
Knowledge of principles and methods for curriculum and training design, teaching and instruction for individuals and groups, and the measurement of training effects
Skill in oral and written communication
Ability to work effectively with staff, the public, and outside constituency groups
Ability to organize and multi-task
Ability to supervise and knowledge of administrative concepts and methods.
Ability to utilize various computer software packages
Ability to work independently and exercise judgment in order to be able to analyze and investigate a variety of questions or problems.
