The Contracts Department performs the day-to-day management and periodic renegotiation of various operating contracts with other railroads, while acting as a resource within the agency regarding our contractual rights and responsibilities.
Reporting to the Asst DEDA, the Director, Rail Contract Management & Special Projects and will be responsible for the planning, drafting, and implementation of rail agreement changes, as well as the enforcement of rail contract provisions; stewardship and prioritization of assigned projects that require the coordination of cross-department stakeholders with either defined goals or performance measures; and for identifying, collecting, and communicating data to measure organizational effectiveness.

The primary duties include: Provide supervision, direction, and technical expertise to contract administration and project management staff; establish processes and procedures that align with industry best practices and achieve administrative efficiencies; assign, review, and evaluate staff work; and development and deliver training to achieve performance objectives. Direct project management functions including providing guidance to staff in the development of strategies, objectives, and business cases to obtain project support and funding; defining project scope, plans, budgets, and schedules; establishing milestones to assess progress and accomplishments against established goals; and identifying risks that could impact outcomes, and implementing measures to keep projects on schedule and within budget. Establish and maintain relationships both within and outside the organization to facilitate project coordination; oversee the maintenance of project files detailing status, financials, and performance; and prepare and present reports apprising senior leadership of project status. Oversee and participate in the research, preparation, and negotiation of the agency's Purchase of Service, Fixed Facility, and Track Rights agreements; work with senior managers across various departments to develop contract terms and conditions that protect Metra's financial and operating interests; function as subject-matter-expert regarding contract agreements and compliance addressing issues that arise; lead the review, analysis, and approval process for agreement changes; and represent the agency to railroad service providers. Direct the review of outstanding receivables and approve payments due under operating agreements; assess revenue received from operating sources and seek to increase revenue from operating agreements; oversee the application process for monies available through capital funding. Approve time off, coordinate staff schedules, fill vacancies as necessary, and ensure compliance with departmental and company policies and objectives. Decide/implement staffing decisions, performance evaluations, and performance improvement, disciplinary, and/or termination procedures. Make recommendations regarding hiring, performance evaluations, disciplinary and/or termination procedures. Promote safe work practices and maintain and foster a safe work environment. Perform other related duties as assigned to meet the ongoing needs of the organization.

Bachelor's degree OR in lieu of specified degree, a combination of education and experience may be substituted for the required degree that equals four years in project management.
In addition to #1 above, must have at least eight years of that experience that includes a combination of the following: contract management/administration, developing, implementing, and managing administrative projects at the professional level, workflow management, process mapping, stakeholder management, change management, interacting with executive leadership, or writing program/business...
