Training and Certification is responsible for the training of locomotive engineers, conductors and assistant conductors and other functions within the Transportation Division. The department conducts and oversees training programs that enable employees to meet regulatory mandates and develop necessary job skills.
Report directly to the Senior Director, Workforce Training and Certification. The Operations Trainer - Dispatch will train Dispatchers to safely and effectively facilitate the movement of trains, avoid delays, project roadway workers, issue/grant track permits/authorities, report operating rule violations, and maintain computerized records on daily operations in compliance with Federal Railroad Administration (FRA) regulations, Department of Transportation (DOT), American Public Transportation Administration (APTA), Occupational Safety and Health Administration (OSHA), and the National Transportation Safety Board (NTSB).
The primary duties include: Deliver initial, refresher, and remedial training to Dispatchers both in classroom and field environments, following instructor guides and other training documentation. Employ a variety of techniques including: lectures, guided discussions, hands-on demonstrations/practice exercises, group exercises, scenarios, simulations, mock-ups, videos, presentations, and other visual aids to present training. Administer written and practical exams to assess employee knowledge and qualify and re-qualify Dispatchers. Analyze and evaluate course documents, assess learning gaps and skills, and support the development of materials and training strategies to improve dispatcher performance.
Provide technical expertise in the design and development of formal and informal training programs for optimal learning. Promote safe work practices and maintain and foster a safe work environment. Responsible for the safety objectives, goals, and program of the organization ensuring compliance with applicable safety rules and regulations. Incumbents work under both inside and outside environmental conditions under prevailing conditions of heat, cold, rain, and snow. This position is subject to random drug and/or alcohol testing. Perform other related duties as assigned to meet the ongoing needs of the department.

Must possess a high school diploma OR GED.
In addition to #1, must have four (4) years of transportation operations experience with at least two (2) of those years as a dispatcher, preferably in the railroad industry.
Good knowledge of dispatcher operations.
Good knowledge of computerized dispatching equipment.
Good knowledge of applicable FRA, DOT, APTA, and NTSB regulations.
Good verbal and written communication skills.
Good interpersonal skills to creatively engage and motivate learners.
Skill using the CAD system.
Skill using Microsoft Office Suite.
Ability to present training in a clear and concise manner.
Ability to assess training needs and develop instructional materials.
Ability to use a variety of training aids and presentation tools.
Must be General Code of Operations Rules and Metra Rules qualified or have the ability to become Rules qualified within 60 days of accepting the position.
Must possess and maintain a valid driver's license.
Ability to stand, walk, and/or sit, for extended periods of time.
Hearing/Visual acuity, far/near, depth perception, field of vision, color vision.
Ability to lift and move up to 30 pounds.
Must be able to operate a vehicle.
Must be willing to travel within and outside of Metra's 6-county region.
Must be available to work flexible hours in the early morning, late afternoon, evenings, or weekends.
