Metra is one of the largest and most complex commuter rail systems in North America, serving Cook, DuPage, Will, Lake, Kane, and McHenry Counties. The agency is linking communities in Northeastern Illinois by providing safe, reliable, and efficient commuter service.
Engineering is responsible for building and maintaining the majority of Metra's fixed assets, such as buildings, stations, bridges, track, electrical, telecommunications and signal systems. The Engineering Department also monitors the condition of and assists in building and maintaining the fixed assets on the freight lines where Metra trains operate. The Engineering Department is divided into two major groups: Capital Projects, and Communications and Maintenance.
Reporting directly to the Assistant Deputy Executive Director of Operations, the Chief Engineering Officer, oversees, directs, and is accountable for the successful performance, regulatory compliance, and safety culture from and within all aspects of Engineering. Areas of responsibility include but are not limited to Track, AC-DC Power Supply and Distribution, Signal, Communications, Positive Train Control (PTC), Wayside Infrastructure, Operations Technology, Building and Bridges (B&B), Equipment Maintenance, and Capital Projects. Establishes expectations and ensures agency initiatives, policies, and goals are effectively delivered to senior and mid-level managers, supervisors, and front-line employees. Monitors and ensures directives, schedules, and milestones are upheld and objectives are met. Ensures proposals have sound technical solutions, justifiable cost, and include appropriate margins to facilitate safety, performance, operational availability, and support. Ensures lessons learned are formally identified, corrective action is implemented, and continuous improvement strategies are applied to ongoing and future operations and projects.
The primary duties include: Provide leadership and accountability within Metra's Engineering Department and Metra. Ensure compliance with clear expectations while delivering constructive and effective feedback. Engage in problem solving situations within the Engineering Department. Develop, implement and execute an Engineering Department vision, goals and strategy which aligns with the organizations mission, vision and strategies. Ensure operations directly support delivery of customer service goals including, but not limited to, on-time performance and ridership growth, safety of customers and employees.Approve time off, coordinate staff schedules, fill vacancies as necessary, and ensure compliance with departmental and company policies and objectives. Decide/implement staffing decisions, performance evaluations, and performance improvement, disciplinary, and/or termination procedures. Make recommendations regarding hiring, performance evaluations, disciplinary and/or termination procedures. Promote safe work practices and maintain and foster a safe work environment. Responsible for the safety objectives, goals, and program of the organization ensuring compliance with applicable safety rules and regulations. Incumbents work under both inside and outside environmental conditions under prevailing conditions of heat, cold, rain, and snow. Perform other related duties as assigned to meet the ongoing needs of the organization.

Metra is a railroad employer subject to the provisions of the Railroad Retirement Tax Act, not the Social Security Administration.
Bachelor's degree in Industrial Management, Applied Engineering or related technical field from a nationally accredited college or university.
In addition to #1, must have a minimum of fifteen (15) years of progressively responsible engineering experience, of which ten (10) years must be in the railroad or transportation industry.
Must have seven (7) years of direct supervisory experience that includes day-to-day management, assigning tasks, providing guidance and training, monitoring performance, conflict management, budgeting, hiring, disciplinary and/or termination.
Comprehensive knowledge of the operations of a multi-disciplined engineering departments.
