The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Headquarters Air Mobility Command (HQ AMC). Responsibilities Plans, organizes, and directs the activities of the Capability Integration Branch (A3PC), ensuring that command air transportation operations complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents (the organization) with a variety of installation and functional area organizations. Applies a high degree of insight to isolate, identify and define critical challenges to effective long-range air operational strategy concepts and plans. Prepares long range (5 year) and short range planning guidance in accordance with broad agency program policies and objectives. Directs, plans and organizes team study work to perform command functional area review of assigned air transportation operations for peacetime and wartime conditions to ensure proper air planning and execution of military operations and to determine the capabilities, limitations, constraints and the impact on air assets and operations. Represents the command at meetings and presents briefings on the command’s position and performs work with a high degree of professionalism, independence, and technical authority concerning air issues. Requirements Conditions of Employment Qualifications Conditions of Employment Continued: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Operations Series, 2150. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of and skill in the applications of Air Force rated aviator (e.g., pilot/navigator) expertise as it applies to the assigned air transportation/mobility operations area; knowledge of air operations involving air assets, enroute infrastructure, and employment of mission support forces; knowledge of safety and security regulations, practices, and procedures; ability to plan, organize, and direct the functions and staff of a small to medium sized organization; ability to plan, organize and lead others in air transportation operations studies or projects and to negotiate effectively with senior leaders and management; skill in designing and conducting comprehensive studies, and preparing/presenting solutions to especially broad, important, military operational and contingency areas; experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of and skill in the applications of Air Force rated aviator (e.g., pilot/navigator) expertise as it applies to the assigned air transportation/mobility operations area. Knowledge of air operations involving air assets, en-route infrastructure, and employment of mission support forces. 2. Knowledge of safety and security regulations, practices, and procedures. 3 Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 4. Ability to communicate effectively, both orally and in writing. 5. Skill in designing and conducting comprehensive studies, and preparing/presenting solutions to especially broad, important, and severe military operational and contingency areas. 6. Ability to plan, organize and lead others in air transportation operations studies or projects and to negotiate effectively with senior leaders (General Officer level) and management (O-6/GS-15 level) to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
