Summary This position is being filled under Direct Hire Authority 5 U.S.C. § 9905, dated 6/23/2023 This position is part of the Air Force Elements, U.S. Transportation Command. The incumbent performs a broad range of operations research analyses assignments entailing unique problems, creativity, innovative use of techniques, advanced approaches, and/or new technologies. Responsibilities As a OPERATIONS RESEARCH ANALYST at the GS-1515-12/13 some of your typical work assignments may include: Formulate, plan, direct, and carries to completion a variety of analyses and/or works as a team member on major studies. Area of focus include financial, rates, workload, and operational analysis. Diagnose problems using a comprehensive knowledge of scientific techniques (e.g., data collection and analysis procedures). Utilize mathematical and statistical techniques, elements of operations research theory, engineering knowledge, and innovative efforts to develop new solution(s) to previously highlighted and/or new problems. Requirements Conditions of Employment Qualifications You may qualify at the GS-12, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-11 grade level or equivalent under other pay systems in the Federal service, military, or private sector: Working closely with a supervisor or team leader to conduct research, reviews, and analysis, and development studies of operational issues Using advanced data visualization, modeling, and data science methods to validate study findings and conclusions Utilizing scientific inquiry in the supervised development of mathematical models and computer programs to support assigned projects, and studies You may qualify at the GS-13, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level or equivalent under other pay systems in the Federal service, military, or private sector: Performing research, reviews, and analysis, and conducting development studies of operational issues Determining sources of data, plans, and using advanced data visualization, modeling, and data science methods to validate study findings and conclusions Utilizing scientific inquiry in the independent development of mathematical models and computer programs to support assigned projects, and studies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1515 series. DEGREE: Bachelor’s degree or higher in Operations Research. OR Bachelor’s degree or higher with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours were in calculus. *NOTE: Failure to provide transcripts will result in you being rated ineligible for this position. Education Substitution of education may not be used in lieu of specialized experience for this grade level. FOREIGN EDUCATION: If your education was completed in foreign colleges or universities, to meet the qualification requirements you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
