About the Position: This is a permanent position on the Rock Island Arsenal, Rock Island, IL. This position will be filled at the GS-11 or GS-12 level. Non-competitive promotion to the full performance level (GS-12) is authorized based on eligibility and managements recommendation. Responsibilities Develops information for recurring and one-time reports/responses for presentations to all levels of management. Determines need for additional allocation of manpower and equipment resources. Present final briefings that provide the status of programs and require decisions by higher authority. Establish work priorities and review work for accuracy and compliance with policy. Prepares supporting analytical documentation, briefings and backup material to assist with process to justify/defend recommendations during manpower submissions. Verifies and validates funding annexes and other proposed cost reimbursement for accuracy, monitors the money transfer between tenant and the garrison, ensuring funds are received by all customers monthly. Specialized Experience for GS-11: Provides assistance with managing a project, program or team to assess compliance for assigned areas, such as audit, manpower and personnel management, support agreements. The definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related Specialized Experience for GS-12: This definition of specialized experience is typical of work performed such as managing a project or program to assess compliance for assigned areas, such as audit, manpower and personnel management, support agreements, etc.; utilizing statistical data to evaluate processes in order to make recommendations for organizational programs; consolidating data to present final briefings on status of program(s); analyzing new concepts/techniques to determine whether they are in line with organizational priorities; analyzing policies to ensure organizational compliance with established procedures.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
