Job Description

The Project Manager, Regulatory Support is responsible for managing the Nicor Gas Company (NGC) capital planning and regulatory strategy in coordination with the PMO Director, Nicor Regulatory, Legal, Accounting and Financial Planning teams. This position will support rate case filings, including written testimony development and hearing preparation activities. This position will work closely with Engineering and Construction (E&C) leadership along with other internal leaders and budget owners at NGC to support Long-Term Infrastructure Plan development and maintenance, rate case preparation, and data request responses to the Illinois Commerce Commission (ICC). This role will ensure the individual projects, programs, and associated stakeholders are effectively executing the approved strategy, communicating successfully, and reporting the necessary information for regulatory needs. This position is expected to provide leadership and proactive coordination with various company department leaders, as needed to implement the Company’s capital strategy and will provide updates and information related to the capital portfolio including the individual projects and programs as needed. In this role, the individual will need to be able to understand and have the capacity to speak to the technical aspects as well as the regulatory aspects affecting the Long-Term Infrastructure Plan and each capital project and program included in the plan in order to successfully fulfill the job expectations.

This role will report to the Director, Project & Financial Controls and will work closely with the PMO Director and other internal Company stakeholders to support regulatory activities related to the NGC capital budget. Specifically, this role is responsible for the following:

+ Lead coordination with E&C, Financial Planning, Regulatory, Accounting, and other Company stakeholders to support rate case filings including testimony preparation and review, data request responses, and financial reporting requirements.

+ Review and analyze final orders issued by the ICC and ensure communication and process modifications implemented based upon the outcomes.

+ Strategic planning and coordination with Subject Matter Experts to develop and maintain the Long-Term Infrastructure Plan.

+ Lead coordination with stakeholders to ensure timely and accurate submittal of financial reports as ordered by the rate case outcomes.

+ Support development of formal and informal communication and documentation related to the NGC capital plan prepared for external stakeholder review.

+ Work with E&C leaders supporting NGC capital budgets to ensure annual capital budget updates align with requirements in final order issued by the Commission.

+ Review and analyze data requests, coordinate with appropriate stakeholders to obtain responses, and review/critique responses to ensure thorough, accurate, and complete.

+ Monitor and analyze regulatory filings by other Illinois gas utilities, and communicate outcomes, insights, and proposed strategies to E&C stakeholders.

Functional Expertise:

+ Strong analytical and problem-solving skills, with the ability to interpret complex financial data.

+ Experience using tools such as Excel, Power BI, and Power Query to manage and develop reports using large data sets.

+ Ability to think strategically and where possible, align financial and regulatory strategies across all 4 GAS Local Distribution Companies (LDC).

+ Ability to develop, maintain, and promote the adoption of processes and procedures for future reference.

+ Technical aptitude and understanding of the NGC projects and programs included in the Long-Term Infrastructure Plan.

+ Ability to work through others to achieve desired business results.

+ Attention to detail and ability to ensure accurate and timely submittal of financial documentation to the Regulatory team.

+ Strong communication skills and ability to engage with multiple capital budget stakeholders including executive leadership.

+ Ability to effectively coordinate with Regulatory, Accounting, Financial Planning, and other Company stakeholders to support rate case filings and data request responses.

+ Ability to fully comprehend state and federal regulations, and experience working with leadership and technical staffs of regulatory agencies.

+ Compliance focused and able to work through time restrictions.

Education, Certifications/Licenses:

+ Required: BS in Engineering or related field

+ Preferred: Master of Business Administration (MBA), Project Management Professional (PMP), or similar recognized organization

Related Work Experience:

+ Required: 7+ years reviewing, analyzing, and interpreting regulations preferably in gas distribution or related energy industry.

+ Preferred: Project management and regulatory experience.

+ Preferred: Experience in energy sector, especially natural gas/pipelines, natural gas storage, or process plant development.

+ Preferred: Previous supervisory experience.

+ Advanced proficiency in MS Excel, Word, PowerPoint, and Access and moderate proficiency in other MS Office tools.

+ Strong analytical skills and ability to solve problems.
