Under general direction, the Director, Duman Opportunity Center is responsible for both professional and administrative direction, guidance, coordination, and evaluation of the Duman Opportunity Center (Duman) as well as management of disability employment services. Coordinates collaborative programming with other Jewish Federation affiliates. Participates in the preparation and writing of grants and negotiates contracts. Maintains budgetary integrity. Coordinates business services representative efforts for quality service delivery. Provides guidance and back up to program staff.
Responsibilities
Supervises Duman's management team, and business services representatives to establish and achieve contractual deliverables. Oversees and coordinates all employment development activities.
Develops and implements new procedures and services to increase outcomes and position Duman as a leader of employment inclusion within the general and disability communities.
Reviews and coordinates effectiveness, efficiency and service delivery. Oversees necessary reports and forms.
Monitors performance levels relative to community impact and funding sources.
Researches and assists in writing grants for additional and continuation of program funding from both private and public entities. Initiates and develops program concepts and brings them to development. Develops program budgets.
Establishes and maintains relationships with potential and continuing funding sources. Negotiates programmatic and budgetary goals to finalize contracts.
Develops, recommends, and implements new plans for programmatic services and staffing patterns based on programmatic needs. Interviews, hires, trains, and establishes performance expectations for staff.
Develops and implements marketing plans to expand client recruitment and/or employer contacts. Assists with the designing and development of program marketing materials. Provides intensive staff training to facilitate cross marketing activities of programs to maximize resources.
Implements Agency policy and procedure according to legal, professional, accreditation and funding bodies' requirements. Designs, revises and monitors methods and procedures according to program requirements.
Ensures timely completion of data collection, submission of reports to funding bodies, and outcome measurements.
Oversees data gathering and analyzing and develops methods to capture necessary department. Establishes service delivery goals as it relates to community impact and grant/contract goals.
Represents JCFS Chicago to outside professional, lay, and government groups. May arrange and conduct facility tours. Participates as appropriate in professional, civic and community associations. Maintains liaison with other JCFS departments and services.
Carries out responsibilities in accordance with professional standards. Works cooperatively with co-workers and maintains congenial relationships with Agency employees, clients/consumers, and outside representatives. Where appropriate, demonstrates empathy and concern in client/consumer interactions. Complies with all appropriate Agency policies and procedures.
Supervisory Responsibilities
Directly supervises Duman's management team and Business Services Representatives.
Is responsible for the overall creation, direction, coordination, and evaluation of employment programs for individuals with disabilities.
Carries out supervisory responsibilities in accordance with the Agency's policies and applicable laws.
Interviews, hires, and trains employees; plans, assigns, and directs work; appraises performance on a timely basis; rewards and disciplines employees; addresses complaints and resolves problems.
Requirements
Bachelor's degree required with Master's degree or equivalent experience preferred.
Five to seven years' experience in employment program development for people with disabilities and proven results driven supervisory experience required.
Proven experience in creating and implementing programmatic changes to increase outcomes with heightening staff moral and motivation.
Proven experience creating and balancing budget requirements from several sources at one time.
Demonstrated experience writing, managing, and negotiating grants at progressively more responsible levels.
Ability to read, analyze, and interpret general business periodicals, financial reports, professional journals, technical procedures, or governmental regulation; to write reports, business correspondence, and procedure manuals; to effectively present information and respond to questions from groups of managers, clients, regulatory agencies, members of the business community, and the general public; and to write speeches and articles for publication that conform to prescribed style and format.
