Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a INDUSTRIAL HYGIENIST (TITLE 32), Position Description Number D1719000 and is part of the IL 182 AW, National Guard. Responsibilities As a INDUSTRIAL HYGIENIST (TITLE 32), GS-0690-11, you will plan, schedule, execute, manage, and administer the installation-wide Industrial Hygiene/Bioenvironmental Engineering Program (IH/BEE), which includes occupational health/industrial hygiene, radiation safety, and environmental monitoring to maintain and promote the health and well-being of military and technician personnel. Major Duties – This is NOT an all-inclusive list: Serve as the competent authority on radioactive material on base, controlling management of these materials from receipt to disposal. Perform leak tests of incoming and outgoing materials, take swipe samples of radioactive waste, analyzing and documenting results. Write guidance to users of radioactive materials to ensure related documentation is complete and properly prepared. Perform base wide no-notice, spot, and special inspections of operational facilities and worksites when statistical analyses and conditions dictate need, when new equipment is to be installed, and/or when hazardous conditions exist. Identify potential physical, biological, and chemical health hazards in the workplace; evaluate exposure to workers, and prescribe corrective measures which may include changing work processes/procedures, adding/modifying engineering systems, making chemical substitutions, or using personal protective equipment. Determine and assign Risk Assessment Code (RAC) to health hazards. As an Industrial Hygienist, ensure statutory and regulatory compliance with applicable Occupational Safety and Health Administration (OSHA) and Air Force Occupational Safety and health (AFOSH) directives and regulations. Research industrial operations and develop, implement, and execute surveillance strategies, inspections and evaluations of operational facilities and various activities to detect and eliminate health hazards. Ensure applicable OSHA, AFOSH, and EPA criteria are incorporated and notes where deficiencies are, recommending appropriate changes to facilities environments that would assure integration of occupational/environmental health and industrial hygiene controls to prevent adverse health and environmental impact. Develop, implement, and manage the Federal Hazard Communication Standard as mandated by OSHA. Interpret Material Safety Data Sheets (MSDS) for employees, management and other health professionals, and maintain the base master MSDS file. Interface with manufactures of hazardous materials in order to obtain the most current health hazard information available for chemicals located at each installation. Requirements Conditions of Employment NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted service position that requires membership in a compatible military assignment in the employing state’s National Guard, required prior to the effective date of placement. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. Qualifications AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Officer/Enlisted – May not exceed the rank of Major/04 GENERAL EXPERIENCE: MUST possess a degree in industrial hygiene; or a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene (courses in the history or teaching of chemistry are not acceptable) OR a combination of education and experience — at least 12 semester hours of course work in chemistry, including organic chemistry, and 18 additional semester hours as specified in A above, plus appropriate experience or additional education. SPECIALIZED EXPERIENCE: GS-11 Level – MUST possess at least 1 year of experience equivalent to GS-10. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Verbiage displayed on your resume or application must contain your own words. There is NO substitution for Education for Specialized Experience. You must provide official transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
