Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a FLIGHT ENGINEER (INSTRUCTOR) (TITLE 32), Position Description Number D0606000 and is part of the IL AASF 3, National Guard. Responsibilities As a FLIGHT ENGINEER (INSTRUCTOR) (TITLE 32), GS-2185-10, you will instruct and perform flight crew work supporting heavy multi engine aircraft, and to provide assistance to the pilot in the overall operation of the aircraft. Major Duties – This is NOT an all-inclusive list: Maintain records of operational equipment indicating flights, repairs, maintenance and inspections; coordinates with maintenance personnel on activities on discrepancies requiring action. Ensure all necessary course materials and training aids are available, technical and related publications are current, and keep crew members informed of pertinent changes. Perform a variety of administrative functions associated with administration of the enlisted aircrew training program. Determine and monitor factors and data affecting performance of aircraft, such as temperature, altitude, humidity, field conditions, configuration and weight of aircraft, on aircraft takeoff, flight and landing, and keep pilot informed. Apply knowledge of a full range of aircrew duties and responsibilities, methods of instruction and requirements of the program. Administer evaluation and determine examinees proficiency to perform duties as a crew member. Provide assistance to the pilot in preflight planning, monitoring adherence to flight plan, and operating aircraft engines and a wide variety of aircraft control systems. Provide direction and operational progress to pilot regarding maneuvering the aircraft over objects for hoist and sling operations and in securing and releasing external cargo loads. Serve as instructor/flight examiner providing instruction, evaluation and examination on ground and operational training flights to develop and upgrade skills of aircrew members. Schedule and conduct initial, refresher and continuing training, (including ground and flight instruction, procedures training). Assist the pilot on the operation of communications/navigation equipment, performing basic navigation and map reading and checklist reading. Assist in familiarizing crew members with operating procedures. Requirements Conditions of Employment NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted service position that requires membership in a compatible military assignment in the employing state’s National Guard, required prior to the effective date of placement. Qualifications AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Warrant Officer/Enlisted – May not exceed the rank of CW4. GENERAL EXPERIENCE: MUST possess experience which has provided a knowledge of aircraft weight and balance computations; aircraft performance data; aircraft records maintenance; and aircraft systems. SPECIALIZED EXPERIENCE: GS-10 Level – Must possess specialized experience for the GS-10 Level, which includes the following: Designated RL 1 CH-47-F Flight Engineer (CE) in Day, Night, and NVG modes of flight (must possess at the time of application). Additionally, must be qualified and designated as a CH47F Non-Rated Crewmember Flight Instructor (FI). Possess a high degree of technical competency in aircraft systems operations. Proficient in the principles of instructions, and demonstrate good judgment, patience, tact, and a desire to instruct. Knowledge of electrical, communications, navigation, mechanical, hydraulic, and pneumatic systems applying to aircraft and related systems, flight theory, minor in-flight maintenance, personal equipment and oxygen use, aircraft emergency procedures, and using and interpreting diagrams, schematics, loading charts, technical publications, and flight manuals; Ability to communicate orally and in writing to prepare lessons, documents, and reports. Knowledgeable of methods of instruction, aircrew training program requirements, procedures, and standards of performance. Must possess the ability to apply this knowledge in planning, developing, and executing unit training/evaluation programs; Air Assault or Sling Load Inspector Certification Course (SLICC) is desired. Candidates that served as Technical Inspector or Standards Instructor are desired. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
