Job Description

Responsible for supervision and leadership of a patrol shift. Coordinates the enforcement duties by directing the activities of the patrol shift, and the civilian workforce within the Police Department. Leads and directs the shift efforts in providing services to the college community and the protection of College assets at all two campus locations. Responsible for the enforcement of federal, state, and local laws, and the Harper College rules, regulations, and policies.

Serves as the Acting Chief of Police in the absence of the Chief and Deputy Chief. 

Manages the criminal investigations and the criminal complaints process. Assists with presenting them in court and assigns officers, as needed.

Manages the midnight shift Community Service Officers, along with sworn personnel.

Assists in the state accreditation ILEAP program.

Conducts Internal Investigations into alleged employee misconduct as directed by the Chief and Deputy Chief of Police. Maintains and enforces departmental rules and regulations.

Directs and supervises all activities on a shift within the police department. Participates in the development of policies and procedures for the police department. Continually assigns work, motivates employees, disciplines employees, leads employees, manages tasks, counsels employees, and evaluates employee performance.

Works with deputy chief to ensure proper staffing levels including scheduling leave, training, and filling vacancies.

Stays abreast of new trends and innovations in the field of law enforcement and serves as Campus Security Authority as outlined in the Clery Act.

Assigns work and determines the appropriate response to the calls for service.

Reviews and approves all written reports for completeness and accuracy. Disseminates critical information to the college community and outside agencies as needed.

Promotes a positive, friendly, and helpful image of the police department to the college community while providing assistance to students, staff, and visitors. Ensures proper training of newly appointed officers. Evaluates subordinate personnel regularly.

Provides for directed traffic control, traffic management, and assures orderly parking arrangements for students, staff, and visitors. Directs staff to enforce parking and traffic complaints by issuing parking citations. citations for moving violations and making arrests as necessary.

Provides leadership and assumes control in responding to all campus emergency situations, including the deployment of personnel following the emergency procedures of the college.

Makes arrests for on-view crimes as necessary and provided for by state statute.

Testifies in Court.

Participates in patrol functions to include responding to calls, providing backup to patrol officers, responding to suspicious calls, identifying, collecting, and preserving physical evidence, and preparing written reports as required.

Conducts internal inspections of the interview room and police department, surrounding buildings and grounds, police vehicles, radios, mandatory uniform and equipment inspections at all campus locations.

Identifies opportunities for improving service delivery methods and procedures. Identifies resource needs and reviews with police department leadership, and college management as appropriate

Provides input to the Chief and Deputy Chief of Police in the development and administration of the department budget; forecasts funds needed for staffing, equipment, materials, and supplies.

Prepare police operational plans for major events. On-Call for emergencies and command notifications. Oversees department personnel assigned to outside task force duties.
