ROLE SUMMARY
Community Planning and Equity Zones (one vacancy): The Healthy Chicago Equity Zones (HCEZ) initiative is part of Healthy Chicago 2025, the City's community health improvement plan that outlines strategies to close Chicago's racial life expectancy gap. The plan calls upon the City and partners across sectors to support community organizations, particularly in Black and Latinx communities, as they take the lead on strategies that address the root causes of health inequities, including structural racism. The HCEZ initiative deploys hyper-local strategies to confront the social and environmental factors that contribute to health. Under the direction of the Director of Health Equity and Strategic Partnerships, and in collaboration with HCEZ community partners, the Epidemiologist IV will be responsible forperforming advanced research and analysis, supervising junior epidemiologists, and performing related duties as required to better understand health at the neighborhood level and to help achieve the HCEZ initiative goals.
EHR-Based Disease Surveillance Project, Chronic Disease Prevention and Health Promotion (one vacancy): CDPH is launching a project to develop infrastructure for Electronic Health Record (EHR)-based data to be received by CDPH and incorporated into disease surveillance plans. In this role, the Epidemiologist IV is responsible for senior level epidemiology planning and departmental strategy for use of this EHR data, as well as planning and execution of big data analysis delivered from this data set. The Epidemiologist IV will coordinate across city-wide partners, many of whom are data scientists and researchers in the health care and public health settings, as we consider applications of this data. This position may also be called upon to address the needs for expansion efforts to integrate additional clinical operations into the data network. Strong knowledge of public health data sources, surveillance principles, data management, informatics, and data analytic skills are needed (ability to use EHR data for multifactor analysis and modeling is preferred). The role will lead teams to make joint decisions and advocate for the use of EHR-based data, including through writing of frameworks, reports, and scientific publications to demonstrate the use case.
Epidemiology & Research (one vacancy): The Epidemiologist IV role manages public health surveillance activities and coordinates activities and projects aimed at enhancing hyperlocal surveillance of social and structural determinants of health across Chicago's 77 community areas. This involves effective management and advanced analysis of complex databases, including behavioral survey data, vital statistics and hospital discharge data. The position also plays an executive role in advising on the development and enhancement of the Chicago Health Atlas and the Healthy Chicago Survey. Candidate will demonstrate ability to lead report and research article writing and publishing. Strong communication with internal and external partners will be required. Overall, this individual directs and synthesizes the work of a team of epidemiologists to inform and guide city-wide strategies aimed at closing Chicago's racial life expectancy gaps.
OVERVIEW OF HEALTHY CHICAGO 2025
The Chicago Department of Public Health (CDPH) envisions a city of thriving communities where all residents can live healthy lives. Even before the COVID-19 pandemic, however, a white Chicagoan lived 8.8 years longer on average than a Black Chicagoan, and life expectancy was declining for all racial and ethnic groups except whites. This is unjust, unacceptable - and preventable. Every five years, CDPH and a wide range of Chicago organizations review data and work with community members to understand the needs and strengths of our neighborhoods. We launched our current health improvement plan, Healthy Chicago 2025(HC2025), in Fall 2020. The plan is a call to action to address the drivers of Chicago's life expectancy gap.
ESSENTIAL DUTIES & RESPONSIBILITIES
Data Strategy: Identify data needs and assets, acquire data from external sources, plan surveillance strategies, evaluate effectiveness of surveillance methods. Identify and evaluate traditional and non-traditional data sources and tools for disease surveillance. Develop methods to co-design data strategies based on needs identified by community partners.
