Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a FIRE PROTECTION SPECIALIST (TITLE 5), Position Description Number T6305000 and is part of the IL 182 AW, National Guard. Responsibilities As a FIRE PROTECTION SPECIALIST (TITLE 5),GS-0081-10, you will serve as Assistant Chief for Training responsible for developing and managing a comprehensive training program of a sufficient magnitude for all functional areas of the base Fire Protection Flight. Major Duties – This is NOT an all-inclusive list: Plan, develop, implement, review, and evaluate the comprehensive fire prevention training, safety, and hazardous material handling programs at an installation. Assess the applicability of current program objectives and recommends changes when necessary. Responsible for planning a comprehensive program of on-the-job and proficiency training for all fire protection and prevention personnel. Oversee the development of lesson plans for recurring proficiency training utilizing methods following established guidelines of the International Fire Service Training Association (IFSTA). Prepare monthly, quarterly, semiannual, and annual training schedules for approval. Change, adjust, or supplement instructional materials to incorporate new information covering firefighting methods, techniques, procedures, equipment, and extinguishing agents. Analyze course content, evaluate outcomes of training programs and functions to measure the effectiveness of program efforts and, as necessary, coordinate with the Fire Chief and other assistant chiefs and make modifications to program methods and approaches. Coordinate and train instructors to present fire protection operational, technical, safety, and hazardous material response lesson plans using appropriate techniques and approaches. Conduct recurring proficiency training in each functional area of fire protection. Conduct live (announced) crash fire training and structural exercises. Conduct unannounced structural and crash rescue exercises in coordination with the Fire Chief. Advise appropriate supervisory personnel and the Fire Chief regarding participants’ academic and practical training participation and outcomes. Requirements Conditions of Employment To ensure compliance with an applicable nationwide preliminary injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, our agency will take no action to implement or enforce the COVID-19 vaccination requirement for Federal Employees. This position requires employees wear of a uniform and appropriate safety apparel in accordance with established policies and procedures. This position may be designated “Essential Essential (E-E)”. The incumbent must meet all requirements of E-E positions and may be required, as a condition of employment, to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. During a crisis, the incumbent or designated alternate must continue to perform the E-E duties until relieved by proper authority. The same will be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent or designated alternate to be removed from any military recall status." This position may be designated as “Mission Essential (ME)”, performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. This position may be designated as a “Key” IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. This position is subject to recall after normal duty hours and is subject to an uncommon tour of duty: 72 hours work per week (144 hours per pay period) which includes evenings, weekends, holidays, or special situations. Will be required to work other than normal duty hours/rotating shifts. Valid State driver’s license is required. Qualifications AREA OF CONSIDERATION: The areas of considerations for this position, Title 5 Excepted Service, will be in the following manner and sequence, The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be U.S. Citizens. SPECIALIZED EXPERIENCE: Must possess experience (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents and/or (6) developing, implementing, or providing training in fire protection and prevention. IN ADDITION TO SPECIALIZED EXPERIENCE THE POSITION REQUIRES THE INCUMBENT TO POSSESS THE FOLLOWING DOD FIREFIGHTER CERTIFICATIONS: DoD Firefighter Certification(s) Fire Officer III (includes Fire Officer I, II), Fire Instructor III (includes Fire Instructor I, II), Fire Inspector II (includes Fire Inspector I), HAZMAT Incident Commander (includes Hazmat Awareness, Hazmat Operations), Airport Fire Fighter (includes Firefighter I, II) NOTE: These certifications must have been awarded by the DoD to meet this requirement. If you do not possess these certifications, you will be rated ineligible. In order to be considered qualified, you must have one year of specialized experience equivalent to the next lower grade level in Federal service.
