Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a UNMANNED AIRCRAFT SYSTEM (INSTRUCTOR/OPERATOR) (TITLE 32), Position Description Number D2692000 and is part of the IL AASF 3, National Guard. Responsibilities As a UNMANNED AIRCRAFT SYSTEM (INSTRUCTOR/OPERATOR) (TITLE 32), GS-2101-12, you will serve as the Unmanned Aircraft Systems (UAS) Standardization Instructor Operator (DO/IO) primary Training Administrator for the Tactical Unmanned Aircraft System Operating Facility (TUASOF) Commander. Major Duties – This is NOT an all-inclusive list: Instruct Federal Aviation Administration (FAA) required ground school aeronautical knowledge to include aircraft system, aerodynamics, weather, navigation, radio communications, and flight planning. Instruct basic aviation maintenance fundamentals, basic electronics training, and electronic and mechanical maintenance of documentation in accordance with current Army Maintenance Regulations and standards as applicable to UAS. Instruct UAS Emplace/Displacement, ground/flight operations and other aviation related classroom instructions to include Aviation Mission Survivability, Aviation Gunnery, Air Reconnaissance, and Scout Operations. Direct, coordinate, and oversee work through subordinate supervisors. Review selection of candidates for subordinate non-supervisory positions and select subordinate supervisors taking into consideration skills and qualifications, and mission requirements. Hear and resolve group grievances and employee complaints referred by subordinate supervisors and employees. Implement accident and mishap prevention techniques and procedures for aviation and ground operations of UAS. Initiate, direct, and monitor a coordinated program for accident and mishap prevention, investigation, and data analysis for UAS activities. Interact with the Mission Briefing Officer (MBO) to identify, assess, and mitigate risk for the specific mission, responsible for ensuring key mission elements are evaluated, briefed, and understood by all crewmembers. Prepare risk assessments and prepare and conduct mission briefings and debriefings. Ensure the correct and safe conduct of ground and flight operations through constant monitoring. Apply technical expertise of aviation standardization requirements to write and comment on operational concepts to prepare Flight Training Guides (FTG) and Programs of Instruction (POI), Aircrew Training Manuals (ATMs), Field Manuals (FMs) and other training publications. This is an excepted service position that requires membership in a compatible military assignment in the employing state’s National Guard, required prior to the effective date of placement. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Required to maintain a current class 4 flight duty medical exam (FDME) IAW AR 40-501. Ft. Rucker is the only authorized granting official for any waivers. Required to maintain currency per Readiness Level and Flight Activity Category levels designated by the commander. Required to maintain satisfactory performance on all hands-on, oral and written evaluations per the aircrew training manual TC 3-04.11. RL1 soldiers must be current with Annual Proficiency and Readiness Test (APART) requirements per AR 95-1 and TC 3-04.11. May be required to work overtime. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. Participation in direct deposit is mandatory. Qualifications AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Enlisted and Warrant Officer only. GENERAL EXPERIENCE: MUST possess experience, education, or training interpreting, explaining, and/or applying a variety of regulations and procedures; and experience using computer and automation systems. SPECIALIZED EXPERIENCE: GS-12 Level – MUST possess specialized experience which includes 36 months of experience, education, or training routine and non-routine preflight, in-flight, post-flight, ground or command and control (C2) duties according to specific transportation functions; receiving, interpreting, extracting, and disseminating relevant data for mission planning or execution; and experience coordinating and negotiating with organizations/personnel both orally and in writing to resolve differences/problems.
