About the Position
The Illinois Department of Insurance is seeking to hire an attorney to serve as Assistant General Counsel for the Department?s regulation of life, annuity, and health products and related consumer education and protection activities. The Assistant General Counsel engages in specialized legal work for management staff; plans, directs, and conducts extensive and complex research into various legal and administrative matters pertaining to persons and entities transacting life or health insurance and related lines of business over which the Department has statutory jurisdiction, affected consumers, and other related legal issues; performs complex technical functions and advises staff regarding statutory interpretation; drafts proposed bills, amendments, resolutions, procedures, rules and regulations regarding statutes and administrative rules over which the Department has statutory jurisdiction; reviews proposed legislation affecting the Department. This position travels to various sites to represent the Department regarding statutory or rule interpretation, legislation, proposed regulations, and administrative hearings. Job Responsibilities1. Serves as Assistant General Counsel for management staff of the Department:
? plans, directs, and conducts extensive and complex research into various legal and administrative matters pertaining to persons and entities transacting life or health insurance and related lines of business over which the Department has statutory jurisdiction, affected consumers, and other related legal issues,
? advises management of research findings, conclusions and recommendations and presents to high level administrators,
? drafts formal and informal legal opinions.
2. Confers with other attorneys, regulators, legislators, and members of the public on difficult problems of statutory interpretation and compliance, which involve all aspects of the proposed insurance-related legislation and regulations affecting life or health insurance and related
