Job Summary

The Environmental Project Managerfor Air Regulation and Sciences willfunction in a mid-level project manager capacity working on both execution of projects (~70%) and developing new business (~30%). You will lead air permitting and compliance services for the industries we serve including but not limited to municipal water and wastewater, power, renewable energy, and federal. In this role, you will have the opportunity to:

+ Lead air regulatory consulting, studies, and permitting efforts for a diverse array of projects.

+ Bring your knowledge of air quality, air regulation, air permitting, and other areas to Black & Veatch in order to grow our environmental solutions business.

+ Be part of a rapidly growing environmental solutions teamfrom the platform of anorganization with a 100 year historyin the AEC industry.

Please note: This role requires up to 25% travel to project and client sites. When not travelling, this role will be hybrid: 2 days per week remote, 3 days per week in-office out of any Black and Veatch office. California and/or Texas candidates or candidates with air permitting experience in California and/or Texas are preferred.

The Team

Black & Veatch’s Environmental Solutions Group is a multidisciplinary team of scientists, specialists, and engineers working together to deliver top environmental solutions to our clients. We provide environmental solutions across a diverse and growing mix of infrastructure sectors including energy and process industries, commercial and connectivity industries, and government and environment industries.As a full-service environmental consulting practice, services include impact assessment and planning, regulatory compliance, air quality permitting, environmental justice, environmental remediation assessment, natural resources studies, water quality impact assessment, environmental site due diligence, acoustics and environmental noise assessment, climate solutions, and pollution prevention planning.

Key Responsibilities

+ Responsible for the financial success of projects in air regulations and sciences.

+ Provide subject matter expertise in air regulation and air permitting in consulting engagement with internal and external clients. Knowledge and experience with California and/or Texas air regulation and permitting a plus (i.e. CARB & AQMD regulations, NSR, BACT/LAER, Toxics NSR, emissions offset requirements for CA; Permit by Rule and Standard Permit experience in TX).

+ Lead professionals in preparation of air regulatory studies and assessments as well as air permit applications for projects including: New Source Review, Prevention of Significant Deterioration, and Title V.

+ Lead proposals and cost estimates.

+ Craft strategies to minimize air permitting risks.

+ Mentor environmental team members and influence their career development.

Management Responsibilities

Acts as a project manager. Among responsibilities is management of a project team. The individual comprising this team may vary by project.

Preferred Qualifications

+ Bachelor’s degree in environmental studies, engineering, or sciences. Masters degree is a plus.

+ Proven success providing air quality and air permitting project management servicesto clients (it’s a plus if you have air dispersion modeling experience).

+ 10+ years of solutions-oriented environmental consulting and/or project management related to a diverse set of environmental projects.

+ Experience with at least one or moreof the following would be considered an asset: impact assessment and planning, regulatory compliance, natural resources studies, water quality impact assessment, environmental site due diligence, climate solutions, and/or pollution prevention planning.

Minimum Qualifications

+ Bachelor’s degree or equivalent experience.

+ All applicants must be able to complete pre-employment onboarding requirements (if selected) which may include any/all of the following: criminal/civil background check, drug screen, and motor vehicle records search, in compliance with any applicable laws and regulations.

Work Environment/Physical Demands

Typical office environment, typical construction environment, extreme weather conditions, high noise level, safety hazards (electric currents, working on scaffolding and high places, exposure to chemicals), atmospheric conditions (fumes, odors, dusts, mists, gases, poor ventilation). Sitting, walking, talking, hearing, reading, writing, keyboarding, driving, filing, reaching, stooping, crouching, bending, standing for extended periods of time, lifting or carrying up to 40 pounds.
