Job Description

Summary:  With minimal supervision, provides oversight of all human resources management to the agency, including development of personnel policies, recruitment, hiring, employee benefits, on-boarding, payroll and timekeeping. Acts as a resource to supervisors and managers on personnel matters and serves as agency HIPAA Privacy Officer. Duties require a high degree of confidentiality, responsibility and independent decision making.

 

Duties and Responsibilities

  1. Advise management on human resource matters such as performance, discipline and morale.
  2. Monitor compliance with agency policy manual; recommend changes/additions as necessary. Research federal and state laws and implement policies in accordance with laws.
  3. Advertise position openings, screen applicants, and assist in interviewing and hiring of all employees.
  4. Coordinate orientation of new staff and exit procedures as necessary with supervisors.
  5. Track, prepare and process employee performance evaluations.
  6. Handle conflict and confrontation in a firm, professional manner with suggestions for solutions.
  7. Manage employee benefits: maintain records, provide consultation to employees, and serve as liaison with County Board personnel and/or benefit providers.  Serve as liaison with county insurance committee.
  8. Prepare payroll for submission to County Clerk; maintain payroll records.
  9. Oversee maintenance of employee timesheets, reconciliation of time, accruals and proper use of paid time off. Coordinate use of Human Resource Information System (HRIS).
  10. Ensure production of payroll reports and accuracy.
  11. Oversee FMLA & worker’s comp claims.
  12. Assist with planning and coordination of staff development activities.
  13. Prepare and submit reports as required for planning projections, audits, County Board, DOL & FEMA.
  14. Keep abreast of innovative practices, current trends, and regulatory changes in employment laws or laws dictating services. Recommend application, adaptation or modification of such practices to meet the needs of JCHD staff and the populace served.
  15. Coordinate departmental voice mail and voice mail greetings; assist with phone system updates.
  16. Assist with security alarm and door access system.
  17. Assist with contractual employment agreements.
  18. Serve as department’s HIPAA Privacy Officer, providing resource information and technical assistance to staff while overseeing compliance with policies and procedures. Prepare response to non-routine records requests.
  19. Incorporate ethical standards of practice into all interactions, including the use of data and information.
  20. Adhere to HIPAA privacy regulations and OSHA safety standards pertaining to exposure to toxic substances or other hazards.
  21. Interact effectively and professionally with all persons regardless of age, cultural, socioeconomic, educational, racial or ethnic background, sexual orientation, lifestyle and physical ability. Respect the cultural, language and religious practices of others. Assist with department’s Diversity, Equity & Inclusion efforts.
  22. Assume responsibility for own professional growth and development by pursuing continuing education, participating in professional committees and work groups and contributing to a work environment where continual improvements in practice are pursued.
  23. Perform other duties as assigned.

 

 

 

Qualifications:

Education and Experience:  Requires a Bachelor’s degree from a recognized college/university in human resources, or a business management-related field with course work in human resources, and two years of human resources experience;

OR a Bachelor’s degree from a recognized college/university in any field and four years of human resources experience.

Technical Skill Requirements:

  • Requires proficiency in basic computer skills, including e-mail and internet. Prefer knowledge and skills in the areas of word processing (Microsoft Word), spreadsheets (Excel), and Human Resource Information Systems (HRIS). Good knowledge of portable document formats a plus. Ability and initiative to learn and apply technological changes.
  • Requires travel by automobile. Valid driver’s license, proof of minimum insurance and vehicle required.

Physical Requirements – Must be able to move or carry up to 25 lbs.

  • Ability to identify process deficiencies and recommend means for improvement.
  • Strong organizational skills and attention to detail. Must be able to manage multiple programs and establish priorities.
  • Present ideas clearly and concisely, both orally and in writing.
  • Sound judgment, independent decision making, problem-solving and critical thinking skills are a must.
  • Flexibility, strong interpersonal skills and ability to establish effective working relationships with all levels of internal staff as well as external partners. Work well as a team.
  • Ability to establish and further effective working relationships with a variety of community, governmental and professional individuals and groups.
  • Ability to comprehend local health department philosophy, organization and practice.

 

Work Environment:

  • position will require occasional evening work for special meetings.
  • frequent interruptions and distraction with multiple concurrent tasks.

 

Specialized Training Requirements (post-hire):

  • Incident Command IS 100, 200, 700 and 800, at a minimum
  • HIPAA Privacy training
  • Illinois Freedom of Information Act
  • Illinois Mandated Reporter
  • Any training required under employment law
