Job Description

Job Responsibilities

30%    1.    Under general direction, serves as a Technical Manager developing, recommending and implementing policies for the Birth Related Data System, Electronic Death Certificate System and other systems within the Information System Section for the Department of Innovation & Technology supporting the Department of Public Health (DoIT/DPH):
•    Manages and oversees the provision of information technology service to users, including systems design, software support, program development, maintenance and system enhancement for the Birth Related Data system and Electronic Death Certificate system
•    Oversees the design, development, maintenance and enhancement of the system environment

 

20%    2.     Develops system project plans for tasks, sets target dates and resource scheduling and objectives
•    Develops, recommends and implement policies and procedures
•    Compiles data for cost-benefit analysis and allocates resources
•    Derives and coordinates precise problem definition and procedures for the conduct of projects
•    Implements project management standards and techniques for accounting and control

 

15%    3.     Reviews, analyzes, and evaluates work-in-progress reports, completed enhancements, and production reports to ascertain accuracy, completeness, adherence to policy and procedures, proper progression and completion by deadline:
•    Conducts and coordinates feasibility studies to determine user needs and requirements for computer applications

15%    4.     Serves as a working supervisor:
•    Assigns and reviews work
•    Provides guidance and training to assigned staff
•    Counsels staff regarding work performance 
•    Reassigns staff to meet day-to-day operating needs
•    Establishes annual goals and objectives
•    Approves time off
•    Prepares and signs performance evaluations


10%    5.     Reviews, analyzes and evaluates computer systems in order to determine adherence to department standards:
•    Verifies system makes best use of current technologies and determines if the system should be upgraded to the current IS supported environment (such as a web-based system)
•    Utilizes Object Oriented analysis, design and system development
•    Works outside of normal hours to meet deadlines


5%    6.    Keeps abreast of new developments in the Information Technology (IT) field:
•    Continues education by attending meetings, training sessions, seminars and conferences to increase familiarity with and maintain current on IT products, vendors, techniques and procedures
•    Attends demonstrations and exhibitions related to assigned operations
•    Travels when held off-site.

 

5%    7.    Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
