Metra is one of the largest and most complex commuter rail systems in North America, serving Cook, DuPage, Will, Lake, Kane, and McHenry Counties. The agency is linking communities in Northeastern Illinois by providing safe, reliable, and efficient commuter service.
Information Technology is divided into four sections: Enterprise Applications, Railroad Applications, Network Services and Systems Development. This position oversees the Network Services section and has two distinct groups: IT Support and Network Operations. IT Support maintains and supports the agency's personal computers as well as computer aided design (CAD) systems for the Engineering Department and point-of-sale terminals. Network Operations builds and maintains the servers and storage that are replacing the agency's mainframe, the data network, e-mail system and disaster recovery capabilities.
Reporting to Chief Information Officer, the Director, Network Services will create, execute and manage the strategy, development, and support functions for all Information Technology solutions that support Metra's hardware and software infrastructure. This includes executing research, design, procurement, and development/configuration of hardware and software to ensure networks are highly available, secure, and redundant at all locations including HQ, stations, yards, etc. Additionally, the position provides architectural support to other departments as required.
The primary duties include: Research, procure and implement/ configure new technology hardware and software solutions that improve Metra's Information Technology infrastructure functions and processes ensuring high availability and security.
Analyze Metra's hardware and software needs and evaluate alternative solutions to business problems, developing the appropriate documentation to properly formalize the solution approach and implementation strategy.
Manage the full hardware/software deployment life cycle including overall hardware/ software governance, testing, and operational support. Hire and manage staff (Network Engineers, Systems Engineers, contractors); assign tasks, monitor work, and assess performance; and Train, support, and mentor staff to ensure development and retention.
Supervise and manage issues for both direct and indirect staff on projects with a mix of IT resources, Metra staff from other departments, and 3rd party vendors.
Plan tasks and schedules for development staff and review work for compliance with requirements, specifications, and department standards.
Create one, three, and five year hardware and software strategic plan to ensure a highly available and resilient Metra infrastructure and alignment of plan with cyber security risk registry and socialization of plan with cyber security team, operations team and other departments where warranted to ensure 100% alignment.
Continuously monitor execution of plan, adjusting to threats and communicating to all teams when appropriate. Approve time off, coordinate staff schedules, fill vacancies as necessary, and ensure compliance with departmental and company policies and objectives.
Decide/implement staffing decisions, performance evaluations, and performance improvement, disciplinary, and/or termination procedures.
Make recommendations regarding hiring, performance evaluations, disciplinary and/or termination procedures.
Final salary will be determined in part by the qualifications of the selected candidate.

1. Bachelor's degree in Business Administration, Engineering, Computer Science, or related discipline OR in lieu of specified degree must have any combination of education and experience in infrastructure hardware/ software design and deployment that equals four years.
2. In addition to #1, must have a minimum of 12 years of progressively responsible experience in analysis and design, configuration, testing and installation, and support of network and communications infrastructure hardware and software including at least eight years of public sector business processes experience.
