Job Responsibilities

40% Subject to management approval, serves as the Time & Attendance Expert for the Department of Innovation & Technology (DoIT):

  • Designs, implements, and transitions the operational steady state organization for the lifecycle of the Enterprise Resource Planning (ERP) Human Capital Management (HCM) Talent Management Program.
  • Plans, develops, and implements multi-jurisdictional policies and procedures for the time and attendance area of the Program, both during and post implementation.
  • Acts authoritatively on time and attendance issues related to incorporating program initiatives that bind state agencies and other constitutional offices using the ERP software to specific courses of action.
  • Directs, coordinates, and leads subject matter experts from state agencies and other constitutional offices while providing customer service.
  • Directs and leads vendor teams related to time and attendance related activities.
  • Serves as time and attendance expert authority.
  • Travels throughout the state to confer with appropriate managerial and administrative staff to ensure the maintenance and development of a coordinated program implementation.
  • Works at various times outside of normal office hours to meet deadlines.
  • Works overtime as needed for the performance of duties. 
  • Acts authoritatively on policy making issues impacting statewide operations as they relate to time and attendance functional aspects of the Program.

 

40% Works in concert with the Program leadership to coordinate and control the implementation and support of the time and attendance module within the Program:

  • As a member of the program team, actively participates in policy staff meetings involving the formulation, development and implementation of procedures and the development of new or modification of existing legislation to further refine or enhance statewide business processes. 
  • Assumes expert role regarding time and attendance in permanent organizational structure that oversees the Program post implementation.
  • Approves all system modifications related to time and attendance.
  • Recommends enhancements to the program.
  • Represents the Program at various meetings of internal staff, advisory boards, and inter-agency or inter-governmental conferences with authority to make decisions which commit the Program's resources and staff to specific courses of action. 
  • Prepares and delivers presentations to small and large audiences ranging from front line staff to executive stakeholders.

15% Assumes functional expert role for time and attendance during implementation and in the operational steady state organization:

  • Participates with the Program team during implementation and production support.
  • Participates in policy discussions to plan and coordinate short- and long-term goals and objectives of the Program.
  • Works directly with administrative staff in state agencies and constitutional offices.
  • Gathers and provides information for review.
  • Directs staff in the review and analysis of assigned functional requirements to assure policy objectives are met.
  • Provides counsel and support.
  • Resolves conflicts and any data integrity issues.
  • Supports implementation of the time and attendance functional area for in scope and evaluates effectiveness of new standardized business processes.
  • After system implementation, provides continuing support to user agencies as contracts, rules and statutes change.
