The Capture Manager will work within the Growth and Sales organization of Divergent Solutions. This individual will be responsible for the capture ownership of assigned opportunities in support of the Jacobs Technology and Innovative Solutions (T&IS) Business Unit, which focuses mainly on technology, cyber, and data opportunities within the broad Federal Civilian and national security markets. The Capture Manager must thrive in an environment where they are responsible for the management and execution of the full capture life-cycle process across multiple simultaneous pursuits and proposals. The Capture Manager will routinely be assigned large concurrent ($50M+) solicitation pursuits at various stages of the capture lifecycle. The ideal candidate will have previously served as a capture manager with proven experience supporting Department of Homeland Security and other Federal Civilian Agency customers in cybersecurity and enterprise Information Technology (IT) pursuits.

Successful candidates will have the ability to develop a capture plan that implements Divergent Solutions’ strategy and manages the capture activities and team (internal and external) to achieve the vision through final proposal submission and assist in preparing the operations team to perform quickly post award.

Responsibilities:

+ Develop winning Capture Plans and strategies

+ Support opportunity pipeline development

+ Develop a plan for securing knowledge and understanding of customer requirements, issues, and needs during the pursuit and capture phases and lead planning sessions with core team.

+ Coordinate meetings with customers, competitors, clients, and teammates to develop market insight on requirements, acquisition strategy, acquisition timing, and contract vehicle choices.

+ Lead, plan and participate in capture activities, to include opportunity gate reviews, black hat sessions, collaboration and workshop sessions, proposal reviews.

+ Lead competitive assessments, teaming, and price-to-win efforts.

+ Lead the development and submission of white papers, RFI/Market Surveys/Sources Sought responses, and other proposal artifacts as assigned.

+ Apply a practical application (including documentation) of the Jacobs Technology and Innovative Solutions capture planning process and practices.

+ Brief capture status to senior management at specified milestones in the capture process when material changes occur and as needed.

+ Support other business development activities as assigned.

+ Conduct after action reviews for all business opportunity capture participants to document lessons learned and identify necessary adjustments to capture technique, strategy, and actions.

+ Mentor other program managers and rotational program staff in the capture management process.

+ Develop capture budgets and execute capture plans within those approved budgets.

+ Ability to work as may be required after hours and on weekends, and sometimes on short notice

Here’s What You’ll Need:

+ Bachelor’s degree and 5+ years of related business development experience. Additional experience may be considered in lieu of a degree.

+ Leadership skills to develop, organize and execute significant capture activities, including building industry teams, assessing win probability, and executing customer call plans to shape acquisitions, in order to respond to and win business with new and existing customers.

+ A proven track record of successful capture management for Department of Homeland Security and other Federal Civilian Agency IT opportunities.

+ A track record of leading and winning large (>$50 million) captures and winning those competitions.

+ Experience leading teams in a virtual environment; ability to work through others and get results from teams that do not report directly to you.

+ Technical writing and proposal development experience

+ An ability to relate concepts and plans to their financial outcomes and clearly demonstrate an understanding of corporate indirect rates and LOE/BOE development.

+ Strong verbal communication skills and prior experience briefing executives

+ Cybersecurity technical disciplines including offensive, defense, SOCs, and/or privacy.

+ Thorough understanding of secure cyber resiliency/physical IT services, software and data centric solutions, system integration and service delivery and IT modernization and transformation.

+ Enterprise IT technical understanding including agile development, cloud migration and managed services offerings.

+ Department of Homeland Security Agency IT capture experience

+ Remote work, based in Washington DC metro area.

+ Minimum Public Trust Clearance*

+ Must be a US citizen and have the ability to obtain and maintain a U.S. Government Top Secret security clearance

Preferred:

+ Master’s degree

+ 8-10+ years’ experience

+ Financial experience to understand pricing and other quantitative complexities in large bids

+ Completed professional training in Capture Management

+ Successful capture experience at DHS/CISA

Typical salary range for this position is $150K-175K and is commensurate with experience relative to the position.
