Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a SECURITY SPECIALIST (TITLE 5), Position Description Number T0008P01 and is part of the IL DCSOPS, National Guard. Responsibilities As a SECURITY SPECIALIST (TITLE 5), GS-0080-7/9, you will serve as the Protection Specialist for the Army National Guard and as a point of contact on criminal intelligence matters. Plan, conduct, direct the conduct of, or coordinate on security site studies, projects, assessments, and surveys of the facilities in relationship to and protection activities. Develop, coordinate, and recommend directives as they relate to the planning area of responsibility within the protection program. Assist subordinate protection managers in development of protection plans, monitor and conduct inspections of those unit protection plans for regulatory compliance and effectiveness. Assure the adequacy of policies, plans, directives, budgets, procedures and other appropriate media required to plan and implement Antiterrorism/Force Protection (ATFP) projects, tasks, and operating programs for carrying out emergency response missions in an emergency ATFP situation. Work with Construction Facilities Management Office to assess and sign off on all construction projects in the state to ascertain that Protection construction standards are met. Analyze data to identify physical and operations security or compliance or noncompliance, vulnerabilities, trends, strengths, and benchmarks. Provide direction, guidance, advice and assistance to all subordinate elements on the ATFP program. Assist in mandatory training and briefings for OCONUS travel to low, medium, and high threat countries. Maintain appropriate records to document training for individuals attending ATFP training or briefings. Serve as the ATFP Planning Support Specialist on all aspects of ATFP. Serve as State security monitor; encompassing Physical Security (PHYSEC), Antiterrorism (AT), Operations Security (OPSEC), ISOPREP, Visitor Control and other Security and Crime Prevention programs to ensure command compliance with all applicable Security Regulations. Represent the Deputy Chief of Staff for Operations (DCSOPS)/ Assistant Deputy Chief of Staff for Operations (DCSOPS) at meetings, conferences, workshops, panels, etc., at NGB and other deferral agency levels as a state technical authority. This is NOT an all-inclusive list of duties Requirements Conditions of Employment Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigation. Participation in direct deposit is mandatory. Must obtain and maintain Top Secret Security Clearance. Must attend the ARNG Security Manager Course within 12 months of hire. Must obtain the Security Professional Certification(s) within 24 months of hire. This position is subject to provisions of the DoD Priority Placement Program. Position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. May occasionally be required to work other than normal duty hours; overtime may be required. Position is designated as Essential Personnel and may be subject to duty for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. May be required to successfully complete a probationary period. Qualifications SPECIALIZED EXPERIENCE: To qualify for this position, your resume must reflect specialized experience equivalent to the next lower grade level or pay band in the federal service or equivalent experience in the private or public sector. Examples of Specialized Experience include, but are not limited to: Experience, education or training in collecting and analyzing data effectively, efficiently, and accurately. Able to apply procedures and directives by reading and interpreting technical material. Ability to communicate clearly and effectively orally and in writing, using presentation and report formats. Demonstrated ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures. Learned ability to assess the surrounding environment to recognize immediate risk levels. Must have the education and validated understanding of the basic principles and concepts of the occupational series and grade for one of the seven organizational program disciplines and its applicable Security Series career. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 Level. For a GS-07 position you must have served 52 weeks at the GS-05 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement. OR EDUCATION: Applicants may also qualify on the basis of education as follows: To qualify based on education for the GS-09 level, you must have successfully completed a master’s or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. To qualify based on education for the GS-07 level, you must have successfully completed 1 full year of graduate level education. (Note: You must attach a copy of your official transcripts.) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
