Project Delivery Lead (PDL)
The Project Delivery Lead (PDL) provides leadership and oversight for project delivery and project financial performance across a segment of the company's project portfolio, supporting the Transportation and Water markets. The PDL is a direct report to the Project Delivery Director (PDD) and is a key role in driving the company's goals of being a top quartile performer, profitable growth, and providing our clients with an excellent project delivery experience. The PDL will also routinely interface and coordinate with the following roles:
Project Managers
Finance and Accounting (F&A)
PM Department Managers
Market Leaders
Operations Leads
Chief Engineer
The PDL shall work with Market Leaders to maintain competent Project Managers, managing projects with an integrated approach, and working within the company's project delivery framework. The PDL works closely with the PDD to prioritize the plans and actions of the corporate project delivery program (including project management, controls, and technical execution/quality) to ensure that company systems and processes are meeting the needs of all Markets. The PDL shall have primary responsibility for the financial stability of their designated project portfolio by ensuring that project financial and risk management processes are followed with an appropriate level of oversight, mentoring, and training.
Primary Responsibilities
Leads the project delivery team (project managers and project controls specialists) in developing and executing projects in an integrated fashion across the Markets within the company's project delivery framework across the project life cycle:
Opportunity Development (go/no-go, capture planning, etc.)
Project Development (cost/price development, scoping, risk analysis, proposal/bid review, contract review, negotiation, etc.)
Project Initiation
Project Execution
Project Closeout
Provides key input to the selection and advancement of project managers to ensure an appropriate pool of PMs.
Provides recommendations and input on PM assignments based on company guidelines, workload, and historical performance.
Conducts relevant training and development programs to produce a pipeline of project/program management talent to sustain and grow the organization.
Implements and conducts project and portfolio reviews following corporate processes. Ensures that appropriate project, market, and unit personnel provide input to reviews as needed.
Participates in unit and market management reviews of project risks (performance, cash, etc.), provide summary reports, and advise the Market Leads and F&A on establishing and managing project reserves.
Works with Department Managers, Ops Manager, and Discipline Chiefs to ensure projects are properly staffed to meet project quality and schedule requirements.
Works with Market Leads and PDD to ensure that project managers, and unit and market managers, have ready access to effective tools and reports that facilitate the development and execution of project work including costing, pricing, revenue recognition, risk management, cash management.
Be a champion of quality and safety.
Ensure - through project reviews and PM training - that PMs are aware of and following applicable quality and safety processes.
Work with the PDD to align the actions of internal audits to drive compliance with company policies including quality, risk management, project accounting, file management, and safety.
Key Performance Indicators
Project margin erosion kept within defined parameters for the company.
Financial risk management actions align with the risk profile of the BU project portfolio.
Client satisfaction with project delivery (scope, schedule, budget, quality, safety).
Project manager satisfaction with PM professional development.
Cash Management within planned parameters for Accounts Receivable (AR) aging and Days Sales Outstanding (DSO).
Qualifications
Bachelor's degree.
Minimum of 10 years of experience in project delivery in the engineering consulting industry.
PMP Certification a plus.
Knowledge of proposals, pricing, contracts, risk management, change management, and project financial management.
Experience with continuous improvement and achievement of operational efficiencies.
