Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a IT SPECIALIST (NETWORK) (TITLE 32), Position Description Number D0262000 and is part of the IL DCSIM, National Guard. Responsibilities As a IT SPECIALIST (NETWORK) (TITLE 32), GS-2210-11, you will function as a technical specialist on issues relating to the wide area network (WAN) and local area network (LAN) systems and their integration in the network. Major Duties – This is NOT an all-inclusive list: Execute procedures and coordinate corrective action to optimize network performance. Implement plans and procedures for remote installation of applications and upgrades using state of the art software distribution methods. Analyze equipment and software reliability and utilization reports to identify and define problem areas and to establish end-to-end systems performance levels. Utilize benchmarks and performance measurement and evaluation data to manage network servers and data communication devices to support normal and surge workload. Document and track changes to configuration, protocol and user/system files. Execute appropriate action to ensure backup processes are completed. Use remote management software tools to maintain and update configuration, protocol and user/system files. Evaluate the performance of network devices such as servers, workstations, and peripheral devices, and remote access systems. Coordinate the development and implementation of configuration management plans for complex LANs and WANs with supported elements to include headquarters staff elements, tenant activities, state government, regional operating activities and national agencies. Monitor distribution of applications and upgrades ensuring compliance with regulations and copyright laws. Implement procedures to ensure accurate records of authorized users of distributed software are maintained. Implement the standard operating procedures for all devices on the network. Requirements Conditions of Employment NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted service position that requires membership in a compatible military assignment in the employing state’s National Guard, required prior to the effective date of placement. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. May be required to work overtime. THIS POSITION CONDUCTS INFORMATION ASSURANCE FUNCTIONS. THE INCUMBENT SHALL COMPLY WITH THE REQUIREMENTS OF THE CERTIFICATION PROGRAM AND WILL BE REQUIRED TO OBTAIN AND MAINTAIN CERTIFICATION. CERTIFICATION REQUIREMENTS ARE OUTLINED IN DOD INSTRUCTION 8570.01-M. Participation in direct deposit is mandatory. Recruitment and relocation incentives may be available for this position. Qualifications AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Enlisted/Warrant Officer/Officer – May not exceed the rank of LTC. GENERAL EXPERIENCE: MUST possess the experience, education, or training that provides a basic knowledge of data processing functions and general management principles to understand the stages required to automate a work process. This experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. SPECIALIZED EXPERIENCE: GS-11 Level – MUST possess the specialized experience, training, or education which includes 36 months experience that demonstrates the approaches, techniques, and requirements appropriate to an assigned computer applications area or computer specialty area in an organization; experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls; experience that required adaptations of guidelines or precedents to meet the needs of the assignment; and experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. In order to be considered qualified, you must have one year of specialized experience equivalent to the next lower grade level in Federal service. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Verbiage displayed on your resume or application must contain your own words.
