Position Overview

The Illinois Department of Insurance is seeking to hire a motivated and driven leader to serve as the Executive Marketplace Director of the upcoming Illinois Health Benefits Exchange. This position will manage the establishment and administration of the exchange to ensure optimal performance by maximizing the number of insured Illinoisans with affordable, quality health coverage; provide organizational leadership and guide senior management responsible for program activities toward the attainment of strategic goals and objectives; develop and execute short- and long-term strategic priorities for the sustained success of the program; represent the Illinois Health Benefits Exchange and serve as a spokesperson at various meetings, often of a sensitive and/or confidential nature; and travel to attend both statewide and national meetings. Job Responsibilities

The Marketplace Director, under the direction of the Director of Insurance, shall:
1. Manage the establishment and administration of the Illinois Health Benefits Exchange to ensure optimal exchange performance by maximizing the number of insured Illinoisans with affordable, quality health coverage by performing the following duties:
   â€¢ Ensure compliance of the Illinois Health Benefits Exchange with Public Act 103-0103 and all other relevant state and federal laws and regulations.
   â€¢ In coordination with the Department of Insurance Human Resources Director and Procurement Officer, oversee all hiring and resource solicitation needs for the Illinois Health Benefits Exchange including, but not limited to, organizational design; establishment of positions; hiring, drafting solicitations; procuring resources; and managing vendors and contracts.
   â€¢ Collaborate with the Illinois Department of Healthcare and Family Services on the Health Benefit Exchange eligibility and enrollment system, including collaborating on a shared governance structure, eligibility and enrollment system integration, staffing, procurements, and managing vendors and contracts.
   â€¢ In coordination with the Department of Insurance Chief Financial Officer (CFO), direct and oversee the fiscal operations for the Illinois Health Benefits Exchange. Duties include, but are not limited to, designing and implementing revenue collection policies; forecasting, developing, and managing of the budget and revenue; overseeing short- and long-term financial planning; identifying and pursuing Federal grant opportunities; working with the Illinois Department of Healthcare and Family Services to leverage federal Medicaid match; monitoring the balance of the Illinois Health Benefits Exchange Fund; administering Navigator grant awards; and ensuring proper financial controls are in place.
   â€¢ In coordination with the Department of Insurance Chief Information Officer and the Department of Innovation and Technology, ensure the Illinois Health Benefits Exchange has proper information technology and cybersecurity controls.
   â€¢ In coordination with Department of Insurance legal, policy, legislative, and health products staff, oversee the initiation and finalization of any requisite rulemakings under the Joint Committee on Administrative Rules (JCAR) as well as proposing legislation in and providing statutorily-required reports to the Illinois General Assembly as appropriate.
   â€¢ In coordination with Department of Insurance Health Products and Health Actuarial staff, ensure that the Illinois Health Benefits Exchange works with regulatory staff as related to the sale of Affordable Care Act Qualified Health Plans on the Illinois Health Benefits Exchange.

2. Provide organizational leadership and guide senior management responsible for Illinois Health Benefits Exchange program activities, including the functions described above, toward the attainment of strategic goals and objectives:
   â€¢ Oversee, direct, and coordinate the staff of the Illinois Health Benefits Exchange to ensure optimal exchange performance in compliance with all state and federal laws and regulations. Review and direct activities of Illinois Health Benefits Exchange program staff to ensure quality.
   â€¢ Coordinate with the Department of Healthcare and Family Services (HFS) and other state agencies, as applicable, to administer shared and/or integrated functions of the Illinois Health Benefits Exchange and to ensure that individuals are seamlessly transitioned between coverage programs if their eligibility changes.
   â€¢ Coordinate with HFS and the Illinois Department of Revenue to implement and maintain an Easy Enrollment program as required by Public Act 102-0799.
   â€¢ Serve as the Illinois Health Benefits Exchange Advisory Committee liaison for Department of Insurance staff, help identify possible Committee members, attend Committee meetings, and make quarterly reports to the Committee.

3. Develop and execute short- and long-term strategic priorities for Illinois Health Benefits Exchange:
   â€¢ Center the consumer experience in decision-making and strategic priority development.
   â€¢ Monitor state and federal actions and analyze the Illinois market to identify emerging risks, coverage gaps, and opportunities to expand and improve coverage.
   â€¢ Collaborating with the Illinois Department of Healthcare and Family Services and other sister agencies as applicable on the eligibility and enrollment system, including integration between systems and the system’s shared governance structure.
   â€¢ Design outreach, marketing, and enrollment assistance efforts to best reach targeted populations and reduce the number of uninsured, including by increasing awareness of subsidy and Medicaid eligibility.
   â€¢ Ensure the Illinois Health Benefit Exchange delivers a consumer-friendly experience that is accessible to all Illinoisans, recognizing the diverse cultural, language, economic, educational and health status needs of Illinoisans and provide tools to allow customers to easily compare plans and prices and search for preferred providers and medications.
   â€¢ Ensure the delivery of high-quality customer service while managing current and future growth.
   â€¢ Advance equity and inclusion in all facets of Illinois Health Benefits Exchange administration by making the principles of diversity, equity, inclusion, and accessibility general practice and partnering with vulnerable communities to advance policies and practices that aim to reduce inequities.
   â€¢ Develop exchange operations to ensure transparency and accountability and to achieve greater ease of doing business with Illinois Health Benefits Exchange for consumers, external stakeholders, and internal contributors.

4. Represent the Illinois Health Benefits Exchange and serves as a spokesperson at various meetings, often of a sensitive and/or confidential nature:
   â€¢ Cultivate and maintain strong working relationships with all Illinois Health Benefit Exchange stakeholders.
   â€¢ Confer with staff of the Governor’s Office, Illinois Department of Healthcare and Family Services, other state agencies, members of the Illinois General Assembly, other states’ department officials, consumer advocates, insurers, Certified Application Counselors/Navigators, insurance agents, and other stakeholders to advocate for the Department’s position on how to achieve optimal exchange performance.
   â€¢ Serve as the liaison between the Illinois Health Benefits Exchange and federal agencies including the Department of Health and Human Services (HHS), Centers for Medicaid & Medicare Services (CMS)/Center for Consumer Information and Insurance Oversight (CCIIO), etc. and work closely with federal agencies on federal legislation and rulemakings, federal grants, health insurance tax credit subsidies, etc.
   â€¢ Administer the Health Benefits Exchange Advisory Committee (HBEAC) in fulfillment of Public Act 103-0103 and the federal CMS Blueprint Application requirements.
   â€¢ Represent the Illinois Health Benefits Exchange in national meetings of various groups including the National Association of Insurance Commissioners (NAIC), National Academy for State Health Policy (NASHP), and State Health and Value Strategies (SHVS) convenings.
   â€¢ May include statewide and/or national travel.
5. Performs other duties as required or assigned.

Minimum Qualifications

1. Requires a Bachelors Degree in business administration, health care administration, management, political science, or related field.
2. Requires prior experience equivalent to eight years of progressively responsible administrative experience in a public or business organization, preferably with experience in a health insurance exchange, health care health insurance entity, or health care or insurance advocacy group.
3. Knowledge of insurance industry processes, policies, and operations as well as knowledge of the Affordable Care Act (ACA).
4. Extensive executive-level experience (senior leadership role) in a health care, health insurance, government, or related organization.

Preferred Qualifications

1. Experience leading or holding a senior leadership role for a state-based marketplace.
2. Demonstrated record of success working collaboratively with boards and senior leadership teams to develop and implement strategic initiatives.
3. Experience in soliciting and managing state-based marketplace or Medicaid eligibility system contracts.
4. Familiarity with Microsoft Office including Microsoft Teams.
5. Excellent financial and analytical skills and strong business acumen and experience executing new strategies while maintaining the highest levels of quality and customer service.
6. A track record that demonstrates organizational leadership and an ability to foster a good working environment including an active commitment to Diversity, Equity, and Inclusion.
7. Experience with and knowledge of government relations strategies and tactics. Fluency in healthcare advocacy, issues, policies, and politics is highly preferred.
8. Knowledge of key principles of successful outreach and marketing campaigns including strategy development, messaging, targeting, and the necessary tactical resources (grassroots outreach, media relations, social media, etc.).
9. Ability to foster collaboration and build strong relationships as well as a demonstrated history of having unified various groups toward the achievement of a common goal while maintaining the integrity and ultimate mission of a given organization.
10. Experience in administering programs serving low-income and special needs individuals.
11. Experience with state legislative and budget processes as well as federal grant and cost allocation processes.
12. Familiarity with the Illinois health insurance market is desired but not required.

2. Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
