Black &Veatch Construction is seeking a Program Manager for our Construction and Equipment Fleet Services (CEFS) program. This is a corporate wide operation with individual being responsible for managing the acquisition, maintenance, utilization, and disposition of construction equipment and third party construction rentals. The role will continuously improve the CEFS program through the procurement of construction equipment and fleet services for construction projects and regional offices; ensure reliability of construction equipment to reduce equipment down time and will manage the overall CEFS program including managing the CEFS program to include capital and operating budget and CEFS staff of approximately 11; and oversee and retain a staff providing enhancements to processes and procedures relative to the obtainment of construction equipment and fleet services. Reports to: Senior Vice President of Construction.

Key Responsibilities

+ Manages, solicits, negotiates, awards and administers timely contracts for procurement of construction equipment ensuring alignment to the capital and operating budget .

+ Manages, negotiates, awards the national agreements for services and 3rd Party rental equipment .

+ Manages the capital and operating budget for maintenance and purchase of construction equipment .

+ Ensures proactive maintenance, utilization and disposition of construction equipment to provide optimal usage .

+ Provides return on investment (ROI) analysis for decision to purchase or rent construction equipment .

+ Reviews contracts for completeness and accuracy and maintains appropriate documentation .

+ Ensures purchase and appropriate inventorying of all warehouse tools .

+ Provides supervision, training development, and performance management of direct reports .

+ Identifies and assesses improvement opportunities and championscontinuous improvement efforts

+ Assessesand supports the change management effect associated with the implementation of process improvements and procedure development, as necessitated

+ Supports, encourages and facilitates staff to engage in continuous improvement activities .

+ Provides management of fleet services through the purchase, distribution, maintenance, and disposal of obsolete vehicles from the fleet .

+ Determines the appropriate allocated to projects utilizing the construction equipment .

+ Scope:

+ Supports projects which have any construction or construction management component.

+ This will include small projects such as Telecom to large Energy projects.

+ Current efforts concentrated in the US with an expectation in all Black and Veatch global construction projects.

+ Handles all of the fleet equipment for Black and Veatch .

+ Supervise work of others.

+ Responsible for hiring, discipline, and pay administration of their subordinates.

+ Supervised positions include:

+ Fleet services manager, Equipment AccountingCoordinator, regional warehouse managers, and Regional Equipment Coordinators

Minimum Qualifications

+ Minimum of ten (10) years relevant experience.

+ Minimum of three (3) years prior management/supervisory experience required.

Preferred Qualifications

+ BA or BS degree in Purchasing, Construction Management, Business, Technical or related field preferred

+ Relevant experience may be substituted for a degree

+ Extensive equivalent equipment rental experience preferred

+ Construction equipment experience preferred

+ Preferred Skills: . Advanced client management skills . Intermediate understanding of financial drivers, . Advanced knowledge of procurement and contracts to include extensive negotiation . Advanced knowledge of contractual terms and conditions . Advanced knowledge of construction materials, tools and equipment in power and/or process construction projects .
