PRIMARY PURPOSE OF POSITION

The Manager Testing & Commissioning Engineering (MTCE) is a technical content expert who manages employees and plans, coordinates, and directs the daily technical activities of the Testing and Commissioning Engineering (TCE) field engineers. They serve as the engineering authority providing engineering services to the T&S Testing & Commissioning Engineering discipline within the Company. The MTCE is responsible for the development of TCE field engineers. The MTCEs are responsible for activities that include, but are not limited to the following: field testing for maintenance, construction, troubleshooting, and commissioning, of new or repaired power equipment, communication, and protection and control systems on the Transmission and Distribution system; performing troubleshooting and field engineering analysis on malfunctioning equipment and systems; recommending, developing, and implementing processes and procedures for maximizing equipment reliability and availability; maintaining a performance driven maintenance system for the power equipment and protection and control systems on the Transmission and Distribution system. The MTCE serves as the main resource for technical advice and the technical reviewer of the equipment test and commissioning plans. They lead, manage, and provide supervision for the personnel and the activities of the commissioning engineers of the T&S Engineering organization. MTCEs ensure compliance and adherence to accepted standard engineering and design practices. Additionally, the MTCE is responsible to ensure that assigned regional field engineers are qualified to perform the work they are assigned, in accordance with the TCE On-Boarding and Qualification Matrix process. The MTCE is responsible for maintaining and updating the TCE Operating Incident Mitigation (OIM) processes and practices based on best practice and lessons learned. The MTCE is responsible to maintain an environment that promotes safety, environmental compliance, diversity, innovation, and high productivity. The MTCE provides technical oversight to testing and commissioning engineering contractors to ensure adherence to engineering standards. Position may be required to work extended hours for coverage during storms, equipment restoration efforts, or other Energy Delivery emergent work activities.

PRIMARY DUTIES AND ACCOUNTABILITIES

+ Manage a department of 8-15 employees including monitoring the performance of personnel in the department and perform performance reviews for direct reports. Develop and maintain an environment that fosters a high-performance culture and a learning organization. Additionally, coordinate training needs either directly or through other resources within the organization. Evaluate and qualify TCE field engineers to perform job tasks. (35%)

+ Plan, coordinate, and direct daily activities including technical support to the TCE field engineers responsible for activities, that include, but are not limited to the following: field testing for maintenance, construction, trouble shooting, and commissioning of newly installed or repaired power equipment, communication, and protection and control systems on the Transmission and Distribution system. Oversee field engineers in the troubleshooting, investigation, testing and analysis of electrical equipment failures or malfunctions and to assure the highest levels of customer service and to achieve safety, reliability, and productivity goals. When required, provide direct oversight of complex, special, and critical testing evolutions, or investigations as necessary. Provide accurate and timely feedback regarding performance and operations. Attend technical conferences for the purpose of organizational and self-development. (30%)

+ Review and approve evidence records for installation, preventive maintenance, and corrective maintenance reports and correspondence work with engineering standards to ensure NERC compliance and ICC agreements are met. Review the transmission and distribution operations reports. Interact with other departments, OCC, TSO, and regional groups for the purpose of planning, scheduling and coordinating interrelated activities. Coordinate personnel and resources to adequately staff and support projects and work assignments per the annual work plan and to achieve business objectives such as financial splits directly impacting department budget. (15%)

+ Demonstrate/discuss the importance of Safety & Human Performance Event prevention techniques on the job. Conduct required safety observations. (10%)

+ Oversee in the development and writing of technical guidelines and procedures for the Testing and Commissioning activities. (5%)

+ Responsible for periodic departmental call duty and assuming the responsibilities of the regional TCE Senior Manager. (5%)

JOB SCOPE

+ Reports to the Sr. Manager Testing and Commissioning Engineering and is responsible for managing an average workforce of 8-5 testing and commissioning engineers (includes field engineers and technicians).

+ Establishes performance goals and expectations, coaches, mentors, and provides feedback to direct reports as well as on the job technical training and formal technical evaluations. Also responsible for technical oversight of contracted engineers supporting testing and commissioning activities.

+ Develop and qualify engineers in according to the on-boarding and qualification matrix.

+ Provides input into the planning, implementation and execution of the operations, maintenance and reliability programs.

+ Determines manpower and equipment requirements necessary for scheduled and emergent work to ensure maximum utilization of testing and commissioning personnel.

+ Directs the employees engaged in the safe execution of testing and commissioning activities for the installation, construction, operation and maintenance of company substation electric facilities. These responsibilities include preventative/corrective maintenance, troubleshooting, commissioning, capacity expansion, and system reinforcement within the assigned regional operating area.

+ Must be able to maintain effective internal business controls. Performs safety observations, meetings, investigations, and employee performance reviews.

+ Responsible for the relaying and communication equipment maintenance associated with Exelon Nuclear Power Plant Switchyards and insure strict adherence to Nuclear programs and regulations with respect to Fitness For Duty (FFD).

+ Regular contact with Distribution System Operations, Transmission System Operations, Construction & Maintenance, Transmission and Substation, Work Management, Engineering, and Asset Management. Other contacts include municipal leaders and major industrial customers and various municipality organizations (fire, police etc).
