Job Description

25% Under general direction, serves as the Senior Project Manager – Unit B for the Enterprise Portfolio Management Office (EPMO) with the Department of Innovation and Technology (DoIT): Manages large complex technical projects for the Department Provides project leadership, guidance and management support to DoIT Project Managers, Business Analysts and Project Coordinators for assigned projects in the development of project plans and project schedules. Serves as a resource in the development of project plans and project schedules by utilizing project management and business analysis. Conducts classroom and computer lab training on the Enterprise Portfolio Project Management (EPPM) System. Translates and summarizes highly technical complex concepts and tasks included in project plans, and project charters into understandable terms. Tracks projects, issues, and risks and creates various status reports. Reviews and evaluates the progress of projects, updates action items to ensure the goals of DoIT Leadership are being carried out. Creates and tracks project status reports, project issues logs, action items, registration and follow-up log and project contact lists utilizing tools such as including MS Project, MS Visio, MS Power Point, MS Excel, MS Word, MS Teams, SharePoint and the Enterprise Portfolio Project Management System (EPPM) Utilizes Portfolio Project Management System(s) in performance of duties. Conducts in-depth management studies involving extensive technical research and analysis of operational performance relative to IT Projects. Updates action items to ensure the direction of DoIT management is being carried out. Provides State contract administration and vendor management support on assigned projects. Assists in the development and implementation of new and revised DoIT policies and procedures. Utilizes knowledge of Program/Project Management disciplines including Project/Program/Portfolio Management, Business/Process Analysis, Work/Resource Management, Service Level Management, Software Development Life Cycle Methodologies, Program Management Framework Development, Scope/Constraint Management, Business Case Management, IT Governance, etc. in performance of duties. Utilizes Communication Management, Resource Management, Information Technology Governance, Quality Management, Procurement Management, and/or Risk Management in Performance of duties 20% Serves as a resource in the development of project plans and project schedules: Utilizes project management and business analysis techniques to translate and summarize highly technical complex concepts and tasks included in project artifacts into understandable terms. Works in conjunction with DoIT IT Governance to facilitate projects through the Governance process. Develops, monitors and maintains operational performance metrics. Reviews and analyzes project management status reports, project plans and operational project performance metrics for compliance and performance. Communicates technical project metrics and audit results to DoIT Leadership. Monitors customer agencies and subordinate Program/Project Management Office (PMOs) use of the Enterprise Portfolio Project Management (EPPM) system and makes administrative system changes as needed. (Job Responsibilities continued) 15% Performs project and program management control functions for assigned IT projects: Creates and tracks weekly status reports, project issue logs, action items registration and follow-up log and project contact lists utilizing tools such as MS Project, MS Excel, MS Word, MS Visio and the EPPM system. Reviews and evaluates the progress of projects, updates action items to ensure the goals of DoIT Leadership are being carried out. 10% Serves as a working supervisor: Assigns and reviews work Provides guidance and training to assigned staff Counsels staff regarding work performance Reassigns staff to meet day-to-day operating needs Establishes annual goals and objectives Approves time off Prepares and sign performance evaluations. 10% Conducts in-depth management studies involving extensive technical research and analysis of DoIT operational performance relative to IT projects and Service Delivery: Develops statistical reports and performs quantitative and qualitative analysis on various projects Determines and advises Project Managers on performance analysis results applicable to the studies Conducts and coordinates performance management functions in the areas of work measurement, processing, production, and utilization of resources for the different DoIT divisions. Identifies, recommends, and designs modifications to operational processes and procedures to ensure resources are effectively and efficiently utilized and are in alignment with DoIT strategic goals. Researches the latest data analysis and performance management technology and the latest requirements provided by the State and Federal government as well as customer agencies. 5% Implements and evaluates standardized policies and procedures as identified by Enterprise Portfolio Management: Assists in the development and implementation of new and revised policies, procedures, and performance standards Devises, directs, and evaluates the development of supporting policies, methods, and procedures and forms to implement changes in management functions. Assists in interfacing agency needs with Enterprise Portfolio Management in order to obtain project objectives. 5% Assists with implementing process documentation and automation functions: Documents and maps current agency work processes with the goal of improving departmental procedures and creating the framework process improvement and automation. 5% Keeps abreast of new developments in the project management field and Information Technology (IT) field: Continues education by attending meetings, training sessions, seminars, and conferences to increase familiarity with and maintain current on project management, IT products, vendors, techniques, and procedures. Attends demonstrations and exhibitions related to assigned operations. 5% Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
