SENIOR FISCAL POLICY ANALYSTJob Number:383455 Description JOB ANNOUNCEMENT Senior Fiscal Policy Analyst Department of Finance Financial Policy Division Number of Positions: 1 Under general supervision, performs various research and analytic functions to provide guidance and assistance on a wide range of financial matters to the City of Chicago's Department of Finance managers and performs complex technical duties ESSENTIAL DUTIES *Develops simple to complex financial forecasts or models to project or determine future financial positions for bond financing, budgeting, strategic plans, etc. *Drafts comprehensive reports explaining variances and long-term trends relative to City revenue and expenditures and other credit concerns * As needed, directs and leads a team in monitoring, analyzing, and reporting on the city's financial status *Assists in the review of bond underwriter and financial advisor reports of bond, swap, and other innovative financing proposals and assists in conducting economic and financial analyses as needed *Reviews and understands municipal forecasting models and financial reports *Formulates, analyzes, and evaluates revenue strategies for various City credits (e.g., General Obligation, Water, Sewer, O'Hare and Midway airports, Single Family and Multi-Family Housing, Tax Increment Financing, and the Sales Tax Securitization Corporation) *Participates in meetings with department managers and representatives from financial institutions and government agencies to discuss structure and pricing for new money and refunding bond opportunities, swaps, and innovative financings *Reviews financial and credit reports and draft narrative explaining the findings and/or projected trends and patterns for inclusion in various reports which will be reviewed by the City's Finance managers *Prepares presentation materials for various audiences, including city finance managers, rating agencies, and investors *Participates in the bond issuance process, including analyzing proposals, modeling the debt portfolio, and reviewing transaction documents *Administers various compliance requirements for bonds and other innovative financing techniques Additional duties may be required for this position. LOCATION:Department of Finance Financial Policy Division City Hall 121 N. LaSalle St., 7th Floor Chicago, Il 60602 DAYS & HOURS: Monday through Friday, Normal Business Hours THIS POSITION IS EXEMPT FROM THE CAREER SERVICE Qualifications Graduation from an accredited college or university with a bachelor's degree in finance, economics, or a directly related field, plus four years of fiscal policy analysis experience, or an equivalent combination of training and experience, provided the minimum degree requirement is met SELECTION REQUIREMENTS This position requires applicants to complete an interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position will be selected.
