Job Description

Job Responsibilities 30% Under administrative direction, serves as the Personnel/Payroll Systems Manager for the Department of Innovation & Technology (DoIT): Manages applications staff engaged in the design, programming, implementation, maintenance of computer-based human resource management information systems (HRIS) and all applicable and or related processes and systems. Plans, organizes, and directs the analysis, design, programming, implementation, and system support of computer-based management information systems. Develops goals and objectives for the unit. Establishes and implements operational policies and procedures. Provides and directs technical investigation and research for all functions and phases of systems development including systems analysis and design, testing of different technical approaches to solve complex problems, and the re-designing of existing computer systems and business processes, both internally and externally. Consults with agency management on feasibility and effectiveness of alternatives for system changes. Utilizes IBM operating system and utilities, JCL, COBOL, DB2 (SQL and utilities), Easytrieve, .NET, MS Office Suite, MS Project, and Visio, Visual Studio, and other available enterprise IT utilities and tools in performance of duties. 25% Serves as enterprise Information Technology (IT) application and team lead manager: Acts as a liaison for application development of small to large scale projects including proposed deliverables review, planning and system documentation and developer work assignments. Tracks the assigned tasks of unit staff to ensure job accuracy and timely delivery. Provides status reports to management. 25% Serves as working supervisor: Assigns and reviews work. Approves time off. Provides guidance and training to assigned staff. Counsels staff regarding work performance. Prepares, completes, and signs performance evaluations. Reassigns staff to meet day-to-day operating needs. Establishes annual goals and objectives. (Job Responsibilities continued) 10% Keeps abreast of new developments in the IT field: Continues education by attending meetings, training sessions, seminars, and conferences to increase familiarity with and maintain current on IT products, vendors, techniques, and procedures applicable to unit activities. Attends demonstrations and exhibitions related to assigned operations. Prepares and delivers presentations to large and small audiences. 5% Evaluates technical advances for the assigned system: Determines suitability for implementation. Recommends acquisition to the administrator. 5% Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
