PROJECT MANAGERNEW ARRIVALS SALARY – $97,404

Department of Family and Support Services

Number of Positions: 5

Under the direction of division management, these positions manage the implementation and execution of the Department of Family and Support Services’ new arrival sheltering and re-housing strategy. This is an emerging focus for the City to create a strategic plan for asylum seekers arriving from the southwest border of the United States. To date, the department has welcomed approximately 19,000 new arrivals by opening temporary shelters and coordinating services with the State of Illinois and a range of community-based partners.

The project managers will lead projects related to business operations and administration, shelter best practices, and new arrival sheltering and resettlement strategy. This position offers the opportunity to work directly with local policymakers, frontline practitioners, people with lived experience of homelessness, researchers, public and private funders and a dedicated team of project coordinators and contract managers.

Essential Duties

+ Under guidance from Department leadership, assists with implementation of a core set of programs or work functions with goal of improving services and outcomes for new arrivals to the US and Chicago.

+ Manages aspects of programmatic oversight to ensure goals and timelines are met.These aspects may include project plan design, budget, process and outcome metrics, delegate agency management including contract oversight and programmatic monitoring.

+ May be responsible for the development of a Request for Proposal related to the administration of funds.

+ Compiles and analyzes data and information and drafts recommendations for executive leadership and stakeholders.

+ Works with the contracts unit to prepare and administer contracts ensuring that delegate agency contracts and budgets are finalized.

+ Implements fiscal and budgetary controls to ensure monies are fully optimized, leveraged, and expended.

+ Directs the monitoring, compliance and evaluation of delegate agencies responsible for the delivery of programs and services.

+ Analyzes legislative and policy proposals and prepares recommendations identifying potential impacts to departmental and program operations.

+ Facilitates meetings with partners, stakeholders (e.g., sister agencies, community groups, private sector companies, etc) to advance program goals.

+ Identifies opportunities for integrating and/or connecting data systems as well as strategies to increase program access to underserved populations.

+ Represents the department at meetings, planning groups, and work groups to discuss policies, and programs, progress and outcomes. Prepares various comprehensive management reports including programmatic, budgetary and performance reports.

+ Models an outcome-based, continuous improvement approach, including demonstrating a passion for improving government performance and addressing homelessness with an equity-driven approach.

· May supervise one or more staff.

Performs related duties as required.

New Arrivals Division

The New Arrivals Division is seeking five positions to work with its leadership team on projects including but not limited to:

+ Development of and coordination of shelter monitoring, technical assistance and projects related to improving access to shelter.

+ Oversight and management of the business and administrative operations of the New Arrivals Division, including contracting, budget operations and monitoring.

+ Coordination of sheltering and resettlement services for new arrivals, which includes providing technical assistance to shelter staff, managing contracts with community-based providers and building relationships with a diverse set of stakeholders.

Hours : 9:00am – 5:00pm

THIS POSITION IS EXEMPT FROM THE CAREER SERVICE

Qualifications:

Graduation from an accredited college or university with a Bachelor’s degree in Public Policy, Business, Law, Economics, or a field of study directly related to the responsibilities of the position plus five years of work experience in project management, consulting, technical assistance or strategy analysis of which two years are in the Human, Homeless or refugee resettlement/immigrant services.

Selection Criteria

This position requires applicants to complete an interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral part of the interview will be selected.

Preference will be given to candidates possessing the following:

· Prior experience in refugee resettlement and/or homeless services

· Verbal and written fluency in Spanish
