Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a TRAINING TECHNICIAN (TITLE 32), Position Description Number D0928000 and is part of the IL DCSOPS, National Guard. Responsibilities As a TRAINING TECHNICIAN (TITLE 32), GS-1702-7/9, you will serve as technical advisor for the management and administration of the Individual Training Management Program for the state. Major Duties – This is NOT an all-inclusive list: Plan, coordinate, monitor and administer the operation and security for computer systems and software applications. Identify computer systems problems being experienced by ATRRS users by personal intervention or coordination with the Deputy Chief of Staff Information Management (DCSIM) or appropriate office to correct problems in operating and maintaining systems and software programs. Analyze personnel data, historical data, and current training priorities to develop accurate individual training requirements for the Program Objective Memorandum and the Regional Training Coordination Conference Program by extracting data from ATRRS and other sources. Provide technical advice and information to staff and special appointed board officials on educational requirements and courses for specialized training. Interpret training regulations, manuals, policies, procedures and ensure compliance with all pertinent regulations and local directives. Review applications to attend schools for completeness and accuracy. Recommend approval/disapproval of applications based on budgetary consideration, priorities of attendance and schools requested. Obtain quotas for courses, training information, reporting instructions, personal equipment needed and other information relative to course requirements. Analyze personnel data, historical data, and current training priorities to develop accurate individual training requirements for the Program Objective Memorandum and the Regional Training Coordination Conference Program by extracting data from ATRRS and other sources. Review data on unit training mission, training requirements and resources, transportation needs, man day requirements and commercial or military airlift requirements to support and justify the AT Plan. Research the availability of leadership or proficiency correspondence courses in various skills for professional development through written and/or verbal communication to personnel and promote attendance. Research messages, letters, pamphlets and brochures for availability of military and non-military schools offering courses appropriate for desired training. Provide program assistance and guidance to training personnel in the operations and maintenance of various automated systems. Coordinate with DCSIM to ensure that hardware, software, and communication requirements are identified and sufficient resources are available to support the system. Serves as the principal liaison between TRADOC Proponent Schools, NGB Individual Training Branch, United States Army Reserve Command Institutional Training Divisions, Total Army Schools System Training Battalions, Civilian Vocational schools and ARNG units/members to resolve academic, personal, monetary or travel problems, encountered while attending school. Coordinate with schools to verify changes in course length, late start, or recycling of a student. Coordinate with the Military Personnel Office, Human Resource Office, US Payroll Finance Office, and Recruiting and Retention Manager on technical and mandatory requirements for schools. Requirements Conditions of Employment NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted service position that requires membership in a compatible military assignment in the employing state’s National Guard, required prior to the effective date of placement. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Participation in direct deposit is mandatory. Qualifications AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Enlisted, Minimum Rank of SGT. Maximum Rank of SFC. GENERAL EXPERIENCE: Must possess experience, education, or training that demonstrates the ability to follow directions, read, understand, and retain instructions, regulations, and procedures that otherwise demonstrates the ability to perform or learn to perform the duties of the position. SPECIALIZED EXPERIENCE: GS-09 Level- Must possess specialized experience which includes at least 12 months of basic knowledge of Army vision, values, organization, policy, and mission is mandatory; knowledge in training centers, training programs, schools, and units for these systems; experience conducting, supervising and developing education and training programs; experience managing programs to include developmental education, voluntary education, advanced academic education, promotion testing, and libraries; knowledge of audio-visual presentations, educational tests and measurements, and instructing techniques; knowledge of Army education and training programs in regard to their principles, policies, and procedures; experience performing interviews and counseling techniques, training techniques and instruction methods, task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products; effective writing skills, editing practices, instructional media applications, training reports, program and curriculum validation, and training implementation procedures; experience in training program management, scheduling training events and facilities, conducting assistance visits and training meetings, work center and individual job qualification standard development, education institution registration requirements, military personnel classification system and policies, communicative interpersonal skill applications and distance learning concepts; experience in effective communication; experience presenting professional courses and briefings; proficiency in writing reports and records; experience as a participant and presenter during training and military or civilian conference events; experience organizing and preparing instructional materials; ability to develop course syllabi, training project outlines, and daily and weekly lesson plans; experience preparing assignments, laboratory exercises, demonstrations, training aids, and references and related material required to parallel and sup
