Recruitment or Relocation Incentive (Sign-on Bonus): Authorized for $25,000 Pay: Competitive salary, annual performance bonus, regular salary increases Paid Time Off: 50-55 days of paid time off per year (26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year and possible 5 day paid absence for CME) Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA Insurance: Federal health/vision/dental/term life/long-term care (many federal insurance programs can be carried into retirement) Licensure: 1 full and unrestricted license from any US State or territory CME: Possible $1,000 per year reimbursement (must be full-time with board certification) Malpractice: Free liability protection with tail coverage provided Contract: No Physician Employment Contract and no significant restriction on moonlighting Duties and Responsibilities: Maintain full authority with responsibility for the following activities: Patient Care Aligned Team (Main Facility VA Primary Care, Kenosha Community Based Outpatient Clinic (CBOC), Evanston CBOC, and McHenry CBOC), Women’s Health), Integrated Wellness Department (Pain Clinic and Whole Health Systems), and Medical Home Port (Department of Defense’s Primary Care, Internal Medicine, Pediatrics, and Immunizations clinics). Uses an analytical framework to create an environment that facilitates the delivery of care. Coordinates and evaluates integrated programs or demonstrates clinical excellence in management of population groups. Provides executive input in the strategic planning, budget, mission, operational planning, and policy development for local and network efforts. Utilizes current trends and relevant theories in an analytical framework to design/modify, implement, and measure integrated programs and activities to achieve clinical and administrative goals of the medical center and/or network. Evaluates outcomes against strategic priorities. Demonstrates substantial and continuous responsibility for directing and managing an integrated program crossing electronic health records, screening requirements, and different clinical outcomes, benchmarks, quality metrics, key performance indicators, and patient satisfaction scores (e.g. VSignals, SHEP, SAIL, EPRP, PMP; PACT ACT, Mission Act, etc.). Consultant to medical center staff and greater community in areas of expertise. Demonstrates grade-appropriate, consistent critical thinking skills. Provides leadership in addressing ethical issues that impact patients and staff in or beyond the organization and the local health care community. Assumes a leadership role in resolving highly complex ethical issues that have an impact upon the health care delivery system and/or the consumer within the organization and/or the community. Provides leadership in the development of policies and systems to devise strategies that will enable the organization to successfully manage bioethical issues and protect patient and family rights. This position reports to the Assistant Chief Medical Executive (ACME) for Ambulatory Care and is responsible for maintaining all operations and approximately 100 direct reports within the Primary Care Directorate. Topics of communication/ responsibilities will include but will not be limited to the following: Human Resources Issues; Staffing; Equipment Management Issues; Environmental Issues; Process Improvement Issues; Patient Advocacy Issues; Budget Management; Strategic Planning; Operational Considerations; Liaison activities with other directorates as needed; and Health and Well-Being of all personnel within the Directorate and the FHCC. The incumbent will be required to maintain clinical time in alignment with local policy to maintain his/her clinical skills in his/her area of expertise. In addition to possessing extensive experience in a broad range of clinical operations, the DPC must be available to supervise and evaluate procedures performed in and around the FHCC. S/he is responsible for motivating all members of the staff, including physicians, nurses, and other healthcare professionals. With patient safety and satisfaction as the No. 1 goal, the DPC is responsible for assisting in the supervision of all clinical work and implementing program rules and protocol. Work Schedule: Monday – Friday, 07:30am – 4:00pm or 08:00am – 4:30pm Requirements Conditions of Employment U.S. Citizenship; non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Qualifications To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has
