Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a HEALTH TECHNICIAN (TITLE 32), Position Description Number D2077000 and is part of the IL 65 TCB, National Guard. Responsibilities As a HEALTH TECHNICIAN (TITLE 32), GS-0640-6/7/8, you will manage and accomplish work in the area of personnel medical readiness management and reporting; provide quality assurance and advisory services to subordinate units. Major Duties – This is NOT an all-inclusive list: Interpret policy and provide procedural guidance to the commander, staff members and individual military members. Keep current on and ensure the implementation of regulations and directives. Develop guidelines and operational procedures to implement changes to policies and programs directed by higher headquarters. Accomplish a variety of statistical data/reports, analyze the information, identify trends, and make recommendations to assist in management decisions. Monitor the status of health assessments within the organization and ensure appropriate scheduling and completion. Assist subordinate units in coordinating with civilian and military medical authorities for required supporting documentation. Provide technical guidance to subordinate unit personnel in the preparation and submission of incapacitation pay packets. Provide detailed information regarding the processes and procedures needed to develop action plans to increase medical readiness. Coordinate and ensure the timely and accurate input of data regarding physicals, dental, immunizations, HIV/DNA, and profiling into the automated medical records and management systems. Organize and research patient records, extract needed information, and review records for completeness, accuracy, and consistency within established guidelines. Consolidate and forward subordinate units’ requests for funding and medical resources, both military and civilian, to accomplish annual and recurring medical readiness requirements. Monitor the execution of all medical readiness events (military and civilian) to ensure compliance with regulatory and contractual obligations and that required documentation is submitted to facilitate payment. Maintain consolidated reports regarding the status of sustainment training and qualification of all medical personnel. Consolidate medical data for the preparation of the organizational readiness report. Monitor and track the status of mobilized personnel with pending medical actions. Assist in processing, documenting, storing, and retrieving medical records information IAW laws and regulations. Maintain a variety of files, records, and forms; prepare special and recurring reports; receive and distribute mail and compose/reply to routine military and non-military correspondence; maintains suspense records of items requiring action or reply and notify staff members when action is required. Requirements Conditions of Employment Qualifications AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Enlisted Only GENERAL EXPERIENCE: MUST possess experience, education, or training which provided a basic knowledge of principles and practices related to the health care delivery system. SPECIALIZED EXPERIENCE: GS-08 Level- MUST possess specialized experience which includes at least 12 months experience, education, or training which provided a working knowledge of missions, organizations, programs and requirements of health care delivery systems; experience analyzing and recommending solutions to complicated problems; experience developing and implementing various policies and procedures used in the state medical programs; experience involving various administrative areas such as budget, personnel and public relations within a medical activity. GS-07 Level- MUST possess specialized experience which includes at least 12 months experience, education, or training which provided a working knowledge of missions, organizations, programs and requirements of health care delivery systems; experience involved in performing or assisting with a varied range of health or bioenvironmental activities; experience interpreting various policies and procedures used in the state medical programs. GS-06 Level- MUST possess specialized experience which includes at least 12 months experience, education, or training which has provided some familiarity with medical care and a basic knowledge of procedures and equipment used in providing support services to medical or health personnel; experience in basic administrative methods and procedures used in providing support services. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Verbiage displayed on your resume or application must contain your own words. Education Graduate education or an internship meets the specialized experience required above GS-5 only in those instances where it is directly related to the work of the position. One full year of graduate education meets the requirements for GS-7. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. You must provide OFFICIAL transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
