Description This position provides leadership and vision for all business services areas and works as part of the executive leadership team to create and sustain a student-centered learning environment. As the chief business services and fiscal officer, the Vice President provides strategic and innovative leadership and oversight for all business services operations of the College, including strategic planning, administration, supervision, and evaluation for the operating departments of the comptroller (finance and accounting), physical plant operations (buildings and grounds), facilities planning, human resources, information systems and services, and auxiliary services, including the bookstore and print shop. The Vice President serves as chief advisor to the President in the formation of policies affecting all business services areas, while fostering collaboration with faculty, staff, student organizations and the communities served by the College to advance the mission of the College. As an officer of the College, the Vice President for Business Services is expected to represent the College wherever needed or as appropriate. Description of Essential Functions (critical tasks) Essential Job Functions: Serve as the principal advisor to the president on matters of planning and managing the finances and general business operations of the College. Keep the president fully advised on Business Services related matters of the College through regular communications, reports and meetings. Supervise the staff of all Business Services-related areas. Delegate work, establish priorities, provide direction, train and develop, communicate expectations, evaluate work, use corrective action as necessary, resolve issues, and ensure work complies with College policies and the law. Lead the strategic planning process in accountable areas and develop procedures that integrate strategic planning into the annual budgeting process. Supervise the preparation of business, financial, personnel, capital projects, protection/health/safety, facilities planning, risk management and other plans and reports for external agencies, College leadership and the Board of Trustees. Lead the College's budgeting process through preparation of multi-year enrollment, revenue and expenditure forecasts, including short and long-term recommendations and strategies for the most efficient allocation and use of all the financial resources available to the College. Monitor the College's financial condition through the development of appropriate metrics and analytics to assess actual performance in relation to the budget and present monthly financial reports to the president and Board of Trustees. Responsible for the budget within area of control. Oversee the College's auditing, cash flow, bonding, investment and debt service strategies within the guidelines set by College policy and the State of Illinois. Serve as chief ethics officer of the College. Serve as the Treasurer of the College upon appointment by the Board of Trustees, and as the chief fiscal officer for the College with signatory responsibility on financial matters related to the College. Ensure the College's technology infrastructure is kept current and fully supports the instructional and administrative functions of the College. Interpret and analyze pertinent educational and financial laws, legislation, policies, regulations and procedures to determine impact on the College and formulate compliance and reporting strategies. Develop, implement, and interpret policies and procedures within the areas of responsibility to more effectively and efficiently operate the College. Oversee development of a master facility plan and long-term campus maintenance plan. Lead the facility planning and maintenance operations of the College, to include anticipating, identifying and planning for long-term facility needs, implementing specific renovation and new construction projects, developing funding strategies and working with College leaders to identify and remediate immediate and preventative maintenance issues. Represent the institution for all state and locally funded construction projects. Ensure that the buildings and grounds of all college properties are well maintained and properly cleaned. Provide direction for the College's human resources and employment practices, employee benefit programs, risk management assessment and control for District resources, and manage appropriate insurance coverages. Develop and maintain a system of internal controls to safeguard financial assets of the College. Enforce state/federal regulations concerning management of public assets and records.
