The Computing and Information Technology Directorate works to re-imagine how digital technologies can simplify the research experience, enable data-driven insights for decision makers, and accelerate PNNL’s research missions. Responsibilities

As a Senior Digital Project Manager, you are involved in leading strategic initiatives for the laboratory by defining deliverables and timelines, coordinating across business functions, managing budgets and risks, and ensuring timely delivery. You are responsible for the overall direction, orchestration, implementation, execution, and completion of projects ensuring consistency with organizational strategy, commitments, and goals. This includes coordinating efforts for project teams and third-party resources to define the initiatives objectives and oversee the quality of deliverables and products. The Senior Digital Project Manager takes a holistic project approach by collaborating with users, business partners, and technology partners to design, develop, and deliver with a focus on the user experience. You will develop an understanding of complex business functions in a well-managed, compliance-based environment while balancing the simplified user experiences to meet the needs of our scientific discovery mission.

+ Manage large projects with significant levels of complexity, including cross-functional project team engagement, diverse cross-directorate stakeholder groups, multiple external institutions, significant user impact, high risk, and strategic business impact.

+ Promotes project management best practices and principles and demonstrates strong leadership in applying an Agile, but disciplined, approach to project management.

+ Apply and actively improve PMO project management Toolkit practices and expectations to orchestrate outcomes that meet high Laboratory standards for integrated systems and solutions.

+ Lead teams towards strategic solutions by partnering with Digital Platform Managers to understand strategic business and technical outcomes roadmaps.

+ Collaborate with the Change Management organization to define the methods and techniques for implementation to ensure effective change across initiatives.

+ Engage with Laboratory staff and leadership for continual feedback to improve processes and support the long-term health and sustainability of the implemented solutions.

+ Ability to drive and influence Agile methodology and practices with technical and business partner teams.

+ Effectively guide, coach, and mentor members of the Agile delivery team and peer Project Managers to grow their skills and meet project objectives. Works closely with Line Managers to provide staff performance input and recommendations on opportunities and assignments for staff.

+ Manage with integrity to lead project plan development, build cohesive teams, surface and address issues, and champion continuous improvement.

+ Demonstrate excellent communication and presentation skills, management of multiple initiatives simultaneously, and successful collaboration with both internal and external project stakeholders.

+ Drive and track interdependencies across digital platforms, work streams, communicate status and assist with maintaining team metrics.

+ Effectively assess and mitigate project risks, opportunities, and develop contingency plans.

+ Build trusted partnerships with senior and executive leadership to resolve challenges and escalations

+ Negotiate between stakeholders and sponsors around scope and priority.

+ Manage sensitive business situations and influence positive outcomes.

+ Take ownership of project budgets, progress, and evaluate project performance for early warnings of issues and success.

Qualifications

Minimum Qualifications:

+ BS/BA and 11+ years of relevant project management experience OR

+ MS/MA or higher and 9+ years of relevant project management experience

Preferred Qualifications:

+ 8 years or more of experience implementing software using Agile methodologies including managing complex projects in a high-tech development environment

+ 8 years or more of experience working with software development life cycle models, Agile and traditional project management principles and practices

+ Experience with Human Centered Design and/or Design Thinking

+ Holds a current Agile certification: PMI-ACP, Certified Scrum Practitioner (CSP), Certified Scrum Product Owner, Certified ScrumMaster (CSM) or equivalent
