Metra's rail operations are overseen by the Deputy Executive Director, Operations, who provides executive direction and guidance to the chief officers of the Engineering, Mechanical and Transportation departments as well as the Training and Certification and Operations Training departments. The division also provides executive oversight and direction to contract carriers (BNSF and Union Pacific) to ensure that rail operations are consistent with Metra's standards and practices.
Reporting to the Director PTC Deployment and Regulatory Compliance, manage the testing and deployment of Positive Train Control (PTC) on Metra's trains, function as the agency's representative for all Federal Railroad Administration (FRA) regulatory requirements including reviewing and commenting on proposed new regulations or modifications and ensuring compliance, and represent Metra of railroad and public rail transportation industry forums and meetings. The primary duties include plan, coordinate, and direct operational and logistical strategies and procedures for testing PTC functionality on all Metra line segments; coordinate the investigation and resolution of system anomalies prior to equipment deployment; and monitor, analyze, and report on trends. Oversee PTC interoperability testing with freight carriers in the Chicago area and work with carriers to mitigate any issues that impact operations. Manage the team responsible for testing PTC software functionality on all revenue trains and developing and conducting PTC training for locomotive engineers. Advise the DED- Operations on systems operations issues resulting from PTC functionality and develop mitigation strategies to minimize risk. Represent the organization on regulatory matters at public rail transportation industry meetings, communicating Metra's concerns regarding proposed regulations and/or changes to current operational protocols and procedures. Approve time off, coordinate staff schedules, fill vacancies as necessary, and ensure compliance with departmental and company policies and objectives. Decide/implement staffing decisions, performance evaluations, and performance improvement, disciplinary, and/or termination procedures. Make recommendations regarding hiring, performance evaluations, disciplinary and/or termination procedures. Responsible for the safety objectives, goals, and program of the organization ensuring compliance with applicable safety rules and regulations. Works under both inside and outside environmental conditions under prevailing conditions of heat, cold, rain, and snow. Perform other related duties as assigned to meet the ongoing needs of the organization.
Final salary will be determined in part by the qualifications of the selected candidate.
Metra is a railroad employer subject to the provisions of the Railroad Retirement Tax Act, not the Social Security Administration.


Bachelor's degree in Business or Transportation Management, Engineering, Technology, or a related degree Or in lieu of degree, must have or a combination of education and experience that equals four years in transportation, regulatory compliance, or engineering technology.
In addition to #1 above, must have ten years of experience in transportation, engineering, or project management, with at least two years in regulatory compliance.
Must have five years of direct or indirect supervisory experience that includes three of the following responsibilities: day-to-day employee management, assigning tasks, providing guidance and training, monitoring performance, providing dispute resolution, budgeting, hiring, disciplinary and/or termination.
Considerable knowledge of Federal Railroad Administration (FRA) 49 CRF and subparts.
Considerable knowledge of PTC and its requirements for railroads.
Considerable knowledge of railroad operations.
Good knowledge of General Code of Operating Rules (GCOR).
Good knowledge of transportation safety and regulatory compliance.
Strong verbal and written communication skills.
