Metra is one of the largest and most complex commuter rail systems in North America, serving Cook, DuPage, Will, Lake, Kane, and McHenry Counties. The agency is linking communities in Northeastern Illinois by providing safe, reliable, and efficient commuter service.
Mechanical coordinates and oversees the repair, inspection, cleaning, rebuilding, replacing and maintenance of 1,180 pieces of rolling stock used in commuter service. The department's goal is to provide safe, clean and reliable service while maintaining the fleet to the standards of the Federal Railroad Administration, Association of American Railroads, American Public Transit Association and the original equipment manufacturers.
Reporting to the Senior Director, Mechanical Capital Projects, the Manager, Mechanical Procurement will manage the purchase and delivery of goods, material, services, and repair and return contracts for both non-inventory items and procurements for operational and capital purchase of service agreements (PSA) and contracts; track spending and monitor contract expirations to forecast budget needs and ensure new contracts are set up before current contracts expire; lead contract revision and compliance processes; and supervise staff performing procurement administration functions.

The primary duties include: Requisition complex procurements for the department's districts including Rock Island, Milwaukee, Metra Electric, and Union Pacific districts as well as the repair and return process for both operating and capital items. Assign, review, and evaluate the work of staff performing procurement administration functions.Oversee procurements for various large scale operating and capital modification work completed by the Burlington Northern under Purchase of Service (PSA) contracts. Advise key stakeholders on the development and revision of contract specifications, forecasting trends, and cost estimates to ensure all changes, market adjustments, and improved estimated quantities for new solicitations are included in the revised documents. Collaborate with vendors and Mechanical staff to identify and resolve supplier and contractor performance issues; and interpret complex contract terms, change orders, contract modification, quality assurance, disputes and warranties. Promote safe work practices and maintain and foster a safe work environment. Perform other related duties as assigned to meet the ongoing needs of the organization.
Final salary will be determined in part by the qualifications of the selected candidate.
Metra is a railroad employer subject to the provisions of the Railroad Retirement Tax Act, not the Social Security Administration.


Bachelor's degree in Business Administration, Public Administration, Contract Management, or a related field or in lieu of degree must have four years of contract administration, procurement or related experience.
In addition to #1 above, must have a minimum six (6) years of contract administration or procurement experience.
Comprehensive knowledge of procurement and contract administration principles.
Considerable knowledge of bidding and contract compliance procedures.
Good knowledge of local, state, and federal laws and regulations governing public procurement.
Strong organizational, analytical, and critical thinking skills.
Strong verbal and written communication skills.
Good management and interpersonal skills.
Ability to negotiate contracts.
Ability to build consensus and work effectively with cross-departmental teams .
Ability to work with sensitive information with discretion, good judgment, and strict confidentiality.
Ability to establish controls, processes, and procedures to mitigate challenges and risks.
Must be available to work flexible hours in the early morning, late afternoon, evenings, or weekends.
Preferred:
Good knowledge of asset management programs, Maximo.
Proficient in Microsoft 365. Microsoft Dynamics D365.
