Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a INFORMATION SECURITY SPECIALIST (TITLE 5), Position Description Number T5003000 and is part of the IL 183 WG, National Guard. Responsibilities As a INFORMATION SECURITY SPECIALIST (TITLE 5), GS-0080-12, you will serve as the Wing Chief of Information Protection at Air National Guard facilities. Formulate wing program goals, plans, policy implementation guidelines, procedures, and work plans dealing with the development and operation of wing-wide information security programs and activities and provide technical and administrative direction to subordinate wing information security personnel. Analyze and evaluate the classification downgrading, declassification, and destruction programs. Evaluate compliance of activities with complex security requirements, identify deficiencies, and ensure corrective action is identified for each deficiency found. Research, evaluate, prepare, and disseminate replies to policy questions relative to all assigned programs. Demonstrate expert knowledge of the information security field that is necessary to provide effective guidance, training, and direction to subordinate squadron level organizations/activities/units. Analyze complex information security problems, mission vulnerabilities, security impacts to mission assurance, and convergence difficulties involving multiple security disciplines and other functional areas and provide cost effective, efficient, and productive solutions to ensure mission success. Develop processes, methods and recommendations to defeat intelligence gathering or risk exposure of information and ultimately prevent the compromise, loss, unauthorized access/disclosure, destruction, distortion or non-accessibility of information, regardless of physical form or characteristics, over the life cycle of the information, including actions to regulate access to sensitive information, controlled unclassified information and classified information produced by, entrusted to or under the control of the United States Government. Collaborate with Personnel and Industrial Security specialists and associated functions to provide Wing leadership a single protection view of risk avoidance and risk mitigation and ensure functions are fully converged from an operational viewpoint. Oversee, direct, monitor, and conduct regulatory and non-regulatory security surveys and Information Security Program Reviews (ISPRs) to monitor and enforce implementation and oversight of DoD Information, Personnel, and Industrial Security Programs. Analyze weaknesses identified during ISPRs, and higher headquarters inspections of systemic security problems in order to modify and apply recommended solutions. Serve as the Wing Information Protection Program Manager executing/enforcing all operational, functional, and mission assurance aspects of the program. Evaluate compliance of activities with complex security requirements, identify deficiencies, and ensure corrective action is identified for each deficiency found. Deliver Security Awareness and Education Programs to satisfy security education and training requirements for all assigned organizations. Oversee the development of recurring education and training for Top Secret Control Officers (TSCO) and Original Classification Authorities (OCA). Formulate and manage supplemental security education and training courses, meetings, and aids to assure maximum effectiveness of the programs. Provide advice, assistance, and training on Information Security matters to all wing security specialists supporting other programs and organizations. Exercise supervisory personnel management responsibilities. Direct the overarching focus and direction of the organization. Explain performance expectations to subordinates and provide regular feedback on strengths and weaknesses. Advise on developmental needs of employees. This is NOT an all-inclusive list of duties. Requirements Conditions of Employment Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Participation in direct deposit is mandatory. Incumbent must be able to obtain and maintain a Top Secret/Special Compartmented Information (TS/SCI) Security Clearance. This position is subject to provisions of the DoD Priority Placement Program. Work may occasionally require travel away from the normal duty station on military or commercial aircraft. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. Department of Defense Security Fundamentals Professional Certification (SFPC), Security Program Integration Professional Certification (SPIPC) and Security Asset Protection Professional Certification (SAPPC) conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Recruitment and relocation incentives may be available for this position. PCS expenses may be authorized. Qualifications GENERAL EXPERIENCE: MUST possess the experience, education or training in collecting and analyzing data effectively, efficiently, and accurately; able to apply procedures and directives by reading and interpreting technical material; able to communicate clearly and effectively orally and in writing, using presentation and report formats; demonstrate ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures; learned ability to assess the surrounding environment to recognize immediate risk levels; the education and validated understanding of the basic principles and concepts of the occupational series and grade for one of the seven organizational program disciplines and its applicable Security Series career. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-11 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. SPECIALIZED EXPERIENCE: GS-12 Level – MUST possess the specialized experience, education or training, equivalent to at least 1-year at the lower-level GS-11 position, managing and supervising Information Security work functions; managing resources and budgets, directing assigned work, and leading the employees on all program tasks, inspections. SPECIALIZED SUPERVISORY EXPERIENCE: MUST possess experience in managing the function of the work to be performed; experience which includes leading, directing and assigning work of personnel.
