CITY PLANNER V

DEPARTMENT OF PLANNING & DEVELOPMENT

Number of Positions: 6

Starting Salary: $80,472.00

Bureau of City-wide Planning | 3 positions

Under general supervision, performs professional urban planning of a complex nature, typically requiring the coordination of projects relating to city-wide systems such as rivers and waterways, industrial areas, and/or sustainability, and performs related duties as required.

Bureau of Planning & Design | 3 positions

Under general supervision, performs professional urban planning of a complex nature, typically requiring the coordination of projects relating to the development and revitalization of residential, commercial, and industrial communities, and performs related duties as required.

ESSENTIAL DUTIES

· Serves as the project manager and the point of contact for assigned projects from inception through internal approvals, legislative approval, closing of the land sale, completion of construction, and any subsequent amendments

· Serves as a project manager to ensure compliance with specifications and governmental regulations, as required

· Evaluates department proposals submitted by private consultants and public agencies for conformity with City development goals and objectives, governmental regulations, and funding eligibility

· Prepares project summary reports for review by and presentation to the Chicago Plan Commission and City Council committees

· Coordinates with City departments, elected officials, community residents, governmental agencies, and private consultants on major planning studies and policy initiatives

· Represents the department at community meetings, civic and business organizations, and conferences, to discuss planning activities and projects

· Prepares grant applications, proposals, and preliminary budgets for planning projects

· Reviews and interprets state and federal legislation pertaining to planning programs

· Functions as liaison with state and federal agencies involved in collaborative planning projects

· Provides technical assistance to community organizations, delegate agencies, and developers concerning planning and development projects and related work plans

· Conducts site inspections of work in progress to ensure adherence to development plans, as required

· Conducts reviews of proposals and permit applications, as required

· Assists in the coordination of any economic incentive from other department bureaus for assigned projects

Additional duties may be required for this position

Location: City Hall

Days: Monday – Friday (occasional Saturday hours will be required)

Hours: 8:30am – 4:30pm (occasional evening hours will be required)

Qualifications:

MINIMUM QUALIFICATIONS

+ Graduation from an accredited college or university with a Bachelor’s degree in Urban Planning, Urban Design, Architecture, Landscape Architecture, Transportation Planning, Environmental Planning, or a directly related field, plus five (5) years of planning work experience; OR

+ Graduation from an accredited college or university with a Master’s degree in Urban Planning, Urban Design, Architecture, Landscape Architecture, Transportation Planning, Environmental Planning, or a directly related field, plus four (4) years of planning work experience

SELECTION REQUIREMENTS

This position requires applicants to complete an interview which will include a skills assessment and/or written exercise as part of the interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.

Preference will be given to candidates possessing the following:

+ Proficiency using Microsoft Office Suite, with advanced spreadsheet capabilities

+ Experience using Adobe Creative Cloud

+ Proficiency using ESRI GIS applications

+ Ability to read development plan documents, including site plans, floor plans, landscape plans, elevations, and other documents

+ A Bachelor’s degree or higher in the social sciences
