OVERVIEW OF OFFICE OF COMMUNITY PLANNING AND EQUITY ZONES

Our Community Planning and Equity Zones (CPEZ) team works to create structural changes so that people most impacted by inequities have power and resources to implement their own solutions. An example of Healthy Chicago 2025 in action is CDPH’s investment in the Healthy Chicago Equity Zones (HCEZs) – regional and hyperlocal organizations that advance strategies to confront the social and environmental factors that advance health and racial equity, with the goal improving Chicago’s life expectancy through strategies and policies based on race and places. Through community capacity building, we work with neighborhood residents and partners to identify and take action on the issues that are most important to them.

ROLE SUMMARY

Under direction of the Director of Health Equity & Strategic Partnerships, (Projects Administrator-HCEZ) the Projects Administrator has a broad scope of management responsibilities. This position provides leadership on Healthy Chicago 2025/Healthy Chicago Equity Zones, represents the department with cross-government and cross-sector partners, and coordinates and works with partners to advance health and racial equity. This role is vital in ensuring that Healthy Chicago projects are effectively administered and coordinated and that similarly focused strategies are integrated to help ensure a collective internal and external impact.

ESSENTIAL DUTIES & RESPONSIBILITIES

Project Supervision: Management of project work includes but is not limited to:

· Align work with CDPH’s vison, mission, strategies, goals, and objectives?as well as CDPH’s Guiding Principles:?Antiracism, Asset-Based, Equity-Focused, Trauma-Informed, Capital Building, Community-Led;?and make sure deliverables are aligned with goals and objectives?

· Manages and directs a program or project of significant size and scope in terms of budget, operations, grants management, and/or staffing while ensuring the project is running smoothly.

· Reports on status throughout project/program timeline to leadership, project team members and other key partners

· Manages staff and directs the functions and operations of an organizational section or unit

· Establishes and implements policies and procedures relating to section’s objectives

· Develops, builds, and cultivates relationships with cross-sector partners

· Consults with staff, partners, and contractors to determine scope of services, budgets, and specifications for projects; establishes timelines and implements processes to track and monitor the progress of projects and the accomplishment of key objectives

· Functions as a specialized advisor to executive level leaders or functions as a technical specialist or expert level professional in relevant topic areas

· Coordinates and administers citywide initiatives, departmental programs, and special projects of a complex and technical nature

· Develops and negotiates contract terms and monitors services provided by private contractors ensuring contract provisions meet program specifications?

· Develops training tools, resources, or job aides as needed in collaboration with?leadership and other team members??

· Analyzes data and provides programmatic and policy recommendations?

· Assists and supports the?team leading?Healthy Chicago Equity Zones and the CPEZ office in general

· Acts as a liaison for citywide initiatives by engaging cross-departmental staff, other City agencies, and external partners??

Location: 111 W. Washington St, 4 th Floor, Chicago, IL 60602

Days: Monday – Friday

Hours: 8:30 am – 4:30 pm

Qualifications:

MINIMUM QUALIFICATIONS

Education and Experience :

Graduation from an accredited college or university with a bachelor’s degree in business or public Administration or a field of study directly related to the responsibilities of the position, plus five years of project management work experience, or an equivalent combination of education, training and experience.

SELECTION REQUIREMENTS

This position requires applicants to complete an interview which will include a skills assessment as part of the interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.

OTHER KNOWLEDGE, SKILLS, ATTRIBUTES, AND ABILITIES

· Knowledgeable?on?principles and practices of program planning and administration including applicable City departments and departmental services

· Knowledgeable on issues of racial justice, social justice, and health equity

· Skilled in program management, monitoring procedures,?evaluation methodology,?and techniques

· Skilled in relationship building and cultivation

· Advanced knowledge of budgeting, financial management, project management, and research methods desired

· Knowledge of best practices in management and supervisory methods and procedures

· Effective oral and presentation skills

· Effective writing communication skills for public health change

· Creative and innovative thinking

· Strong problem-solving and critical-thinking abilities

· Organizational skills and ability to sort out details

· Ability to take initiative and manage own time

· Desired knowledge and skills with Microsoft Suite (include Microsoft Project), Teams, Smartsheet, Clear Impact

· Bilingual (Spanish) is a plus but not required
